About this file
This document is an Amendment (0001) to a Request for Quote (RFQ) for HVAC Grilles, Registers, and Diffusers Cleaning at the Wilmington VA Medical Center. The solicitation (36C24426Q0113) is for a 5-Year, Firm-Fixed-Price Indefinite-Delivery/Indefinite-Quantity (ID-IQ) contract. The amendment extends the offer receipt deadline to January 26, 2026, at 8:00 AM EST and includes a Questions & Answers section addressing key details about the cleaning scope.
The project involves cleaning approximately 2,714 Grilles, Registers, and Diffusers (GRDs) and 580 fan coil units throughout facility buildings and rental trailers using high-efficiency vacuums with HEPA filtration. The contract requires cleaning these units one time during the contract year, with most services to be performed Monday-Thursday from 4:00 PM to 2:00 AM, and some areas accessible only between 8:00 AM to 4:30 PM. Contractors will need lifts to reach elevated units, and no mechanical prints or site visits will be provided. The government seeks pricing for one job of cleaning all units, with task orders to be issued against the ID-IQ contract.

WILMINGTON VA MEDICAL CENTER
HVAC GRILLES, REGISTERS, AND DIFFUSERS CLEANING
Solicitation: 36C24426Q0113 Questions & Answers
Question #1:
There are approximately 2,714 Grilles, Registers, and Diffusers (GRDs) as well as approximately 580 fan coil units throughout the facility buildings and rental trailers which require cleaning from a high efficiency vacuum with HEPA filtration. This is a Request for Quote (RFQ). A 5-Year, Firm-Fixed- Price ID-IQ Contract will result from this solicitation. The Government price sheet is requesting the contractor to price for 1 job for the entire contract year, if this is indeed a ID-IQ, does the government want the contractor to price all 2714 to include the 580 coil units to be serviced for the year and if so, does this cost cover one trip to service all units at one-time or multiple trips during the year?
Government Response:
The Government price sheet is not requesting the contractor to price for 1 job ‘for’ the entire contract year, rather 1 job ‘in’ the entire contract year.
CLIN 0001 is requesting a price for cleaning an approximate total of 2,714 Grilles, Registers, and Diffusers IAW the SOW, one (1) time.
CLIN 0002 is requesting a price for cleaning an approximate total of 580 Fan Coil Units IAW the SOW, one (1) time.
The ID-IQ is the ordering vehicle that Task Orders will be issued against. Task Orders generated against it will specify the number of jobs required within the one-year period and will be funded accordingly prior to award. Since the number of jobs required is presently unknown, the Government needs to know the cost of one (1) job in order to fund a single job or multiple jobs upon the issuance of a Task Order.
All costs associated with the completion of a single job should be priced into the quoted amount. The number of trips required to complete a single job depends on the contractor.
Question #2:
In addition, would the Government require a cleaning price per unit in the event the service requirement exceeds or decreases during the contract year?
Government Response:
No.
Question #3:
Roughly how many Slot Diffusers are part of this project?
Government Response:
Unknown.
Question #4:
Are the FCU's wall or ceiling mounted or is it a combination of both. What would be the rough percentage breakdown if both?
Government Response:
The fan coil units are a combination of both wall and ceiling mounted. Rough percentage is unknown.
Question #5:
Are there any mechanical prints available electronically?
Government Response:
No.
Question #6:
Will we need any form of lifts to reach any elevated diffusers or FCUs?
Government Response:
Yes.
Question #7:
Are we going to have full access to schedule efficiently or will there be schedule restrictions for certain areas?
Government Response:
Please refer to the Statement of Work. Most GRD and fan coil cleaning services can only be performed Monday-Thursday, from 4:00pm to 2:00am. Some areas can only be accessed between 8:00am to 4:30pm.
Question #8:
Can a site visit or photos of the units be provided?
Government Response:
No site visit will be held.
Refer to Photo 1 and Photo 2 below.
Photo 1: A fan coil unit that is located on the Wall.
Photo 2: A fan coil unit that is located on the ceiling.
