The solicitation (36C24426Q0004) is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 488490, with a business size standard of $18.0 million. The response deadline is November 21, 2025, at 12:00 PM Eastern Time, with quotes to be submitted directly to the contract specialist Keri Lewis via email. The solicitation includes a campus map and a detailed Q&A section addressing operational details such as snow hauling, construction site exclusions, and response times.

1. Given the current construction underway, will the contractor be responsible for snow removal within the construction sites as well?

Answer: No

1. Will the contractor be responsible for the hauling away of snow post storm?

Answer: No, except if there is a big storm and the site runs out of room to put snow.

1. Are there any priority areas within the campus?

Answer: Main entrance, front and back of emergency department, and all entrances/exits of the buildings.

1. What is the height restriction of the parking garage?

Answer: 8-foot max. Would recommend nothing bigger than a pickup truck

1. 2.1 states all removal must be done at night. What if the triggering event starts in the early morning. Are we to wait until night to conduct services?

Answer: Section 2.1 says, “if at all possible.” See section 3.1.a of the SOW for further details.

1. Similarly, what is the minimum response time when an order is received?

Answer: See section 4.1.d of the SOW.

1. Please confirm whether this requirement is entirely new or if it is a follow-on to a previous snow removal contract for the Wilmington VA Medical Center.

6. If this requirement previously existed in any form, could you please provide:

6. The prior contract number, and

6. The name of the incumbent contractor?

Answer: All questions regarding previous contract can be obtained through a FOIA Request.

1. If applicable, are you able to share the total awarded value for the previous contract (base and option periods) or an approximate annual value to help us better understand historical scope?

Answer: All questions regarding previous contract can be obtained through a FOIA Request.

1. Will there be a scheduled site visit or an opportunity for prospective offerors to view the roads, parking areas, sidewalks, and parking garage prior to quote submission?

Answer: There is no scheduled site visit. A map of the campus is provided under Attachment A.

1. Can you please confirm that a “job” or “instance” is defined as one complete snow and/or ice event, including plowing and all required salting/deicing for that event?

Answer: A “job” or “instance” begins when the contractor is notified that snow removal is needed and ends when they meet the requirements outlined in Section 2.0 of the SOW.

1. For the parking garage, can you confirm whether all ice-melt/deicing materials are to be supplied by the contractor and that only garage-safe, non-rock salt products are acceptable?

Answer: See section 2.4 of the SOW.
