About this file
This is an Amendment of Solicitation/Modification of Contract for a construction project to repair or replace a chiller system at the Wilmington VA Medical Center in Delaware. The solicitation is issued by the Department of Veterans Affairs Network Contracting Office 4 and is designated as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under 38 U.S.C. 8127.
The project (460-26-012) requires completion within 30 calendar days after Notice to Proceed and involves removing and replacing key components of an existing York chiller system (Model YCAL0033EE17XE8, Serial SBBM-915250) located on the roof of Building 15. Scope of work includes removal of the failed evaporator, two compressors, and thermostatic expansion valve; full system refrigeration decontamination; performance of refrigerant quality testing to Original Equipment Manufacturers specifications; furnishing and installation of new plate evaporator components, two compressors, TXV, and filter drier; leak inspection and repair (up to four pinhole leaks included in contract price); and commissioning with NEBB-certified water flow balancing. The contractor must provide a certified crane operator for off-hours lifting (not Monday-Friday 8am-4pm), maintain BAS system integration with Johnson Controls BACNET compatibility, replace approximately 20 feet of affected pipe insulation and electrical heat trace, and conduct onsite training with documentation delivery. Alternative pricing for complete chiller replacement with matching capacity is permitted provided the 30-day performance period is maintained without extended lead times.
The price schedule contains two line items for independent evaluation: Item 0001 for Construction Services—Building 15 Chiller Repair and Item 0002 for Construction Services—Building 15 Chiller Replacement, each priced as a job (JB). Award will be made to the responsive, responsible bidder with the lowest price; alternate pricing is not required and each price option is evaluated independently. Bid bonds of 10% of the offer and payment bonds of 100% of contract value are required. The solicitation incorporates VAAR 852.219-75 for special trade construction contractors with a 75% limitation on subcontracting and FAR 52.246-21 Warranty of Construction with a one-year warranty period. The site visit on July 31, 2026 was non-mandatory, and no additional site visits will be conducted.

Submitted Questions & Corresponding Answers
Answers shown in red text
1. The combined specifications file begins with the title “8th Floor AHU Replacement,” while the solicitation and scope concern the Building 15 chiller repair. Please confirm that the uploaded combined specifications are the correct controlling specifications and identify which divisions and sections apply to this project. The specifications are relevant for this project but were named incorrectly. Specifications have been updated referencing the correct project name in the re-attached files.
2. Please provide or confirm the existing chiller manufacturer, model, serial number, refrigerant, electrical data, plate-evaporator identification, compressor model/part numbers, thermostatic expansion valve, filter drier, and any Government-approved replacement-part requirements. Please state whether this information will be provided at the site visit. YORK M# YCAL0033EE17XE8 SXXX HXXRLXXXX44XX1XXXX
XXXSXXX BXX 1XXXXXN F1AXXX | S# SBBM-915250
3. The contract requires completion within 30 calendar days after notice to proceed. Please confirm whether the 30-day period includes equipment manufacturing and material lead time and whether all required replacement parts are currently known to be commercially available within that schedule. Lead time is not included in the 30 day period of performance for “long lead” items. We would expect the vendors to be able to ascertain if the parts are or are not commercially available and advise the VA at time of bid.
4. Please confirm the required bid-guarantee amount and acceptable electronic submission format, and identify the required performance and payment bond percentages and forms. A scanned copy of the bond should be included in your proposal package emailed to the Contract Specialist. The Bid Bond is to be 10% of the offer and the Payment Bond is to be 100% of the contract value.
5. Please confirm that the July 31 site visit is not a mandatory condition of responsiveness.
The site visit was not mandatory. No additional site visits will be offered.
6. Please confirm that work performed by a first-tier subcontractor that is both SBA VetCert-verified as an SDVOSB and small under NAICS 238220 will count toward contractors limitations-on-subcontracting requirement as a similarly situated entity. See requirement under 852.219-75; Special Trade Construction Contractor. Clause is reattached with applicable section selected.
7. Please confirm whether subcontractor and key-personnel experience may be included in the responsibility documentation when clearly attributed for contractors with no completed federal prime contracts. Yes.
8. To obtain accurate pricing from our suppliers, we kindly request a photo of the existing chiller nameplate or the following equipment information: Manufacturer, Model Number, Serial Number. YORK M# YCAL0033EE17XE8 SXXX HXXRLXXXX44XX1XXXX
XXXSXXX BXX 1XXXXXN F1AXXX | S# SBBM-915250
9. Please provide the make, model, serial number, cooling capacity (tonnage), refrigerant type, and compressor model(s) of the Building 15 chiller, or confirm this data will be provided in the amendment. YORK M# YCAL0033EE17XE8 SXXX
HXXRLXXXX44XX1XXXX XXXSXXX BXX 1XXXXXN F1AXXX | S# SBBM-915250
10. The SF-1442 block 12a requires performance and payment bonds within 10 calendar days of award, but FAR 52.228-15 (Performance and Payment Bonds - Construction) does not appear among the incorporated clauses. Please confirm whether FAR 52.228- 15 will be incorporated by amendment. 52.228-15 is not applicable to this procurement based on value estimate thus not included in the solicitation. A Bid Bond and Payment Bond are required, however, for this solicitation per the pre-solicitation notice.
11. The Combined Specifications reference a different project in several places (section 01 00 00 names "8th Floor AHU Replacement" with Polt Design Group as A/E; section 23 05 93 footers reference project 460-14-102). Two provisions appear incompatible with the 30-calendar-day mandatory completion requirement: the Phase I submittal phasing in 01 00 00 and the TAB specialist identification "within 60 days after NTP" in 23 05 93.
Please confirm: (a) which specification provisions apply to this project; (b) whether an AABC or NEBB certified TAB agency is required for this repair scope; and (c) how the submittal review period interacts with the 30-day performance period. See the response to Question #1 regarding spec naming. NEBB TAB is required to provide water flow balancing after completion of the work.
12. The presolicitation notice stated specifications and drawings would be made available, but no drawings are included in the solicitation attachments. Please confirm whether project drawings exist and will be provided. No drawings are included. Site visit showed the piece of equipment that needed repair.
13. No warranty clause or warranty specification appears in the solicitation or the Combined Specifications, and FAR 52.246-21 (Warranty of Construction) is not incorporated.
Please confirm the warranty requirements applicable to the new compressors, plate evaporator components, TXV, filter drier, and associated workmanship under this contract, including duration and start date. Clause 52.246-21 has been added to this solicitation as the applicable warranty requirements.
14. Combined Specifications section 23 05 11 states "Asbestos Insulation Removal:
Conform to Section 02 82 11, TRADITIONAL ASBESTOS ABATEMENT," but Section 02 82 11 is not included in the specifications provided. The scope of work at item 5.s and 5.t requires replacement of approximately 20 feet of affected pipe insulation and affected electrical heat trace. Please confirm: (a) whether Section 02 82 11 will be provided by amendment; (b) whether an asbestos survey has been performed on the affected areas of Building 15 and whether the insulation and adjacent materials to be disturbed are confirmed asbestos-free; (c) if asbestos-containing material is present, whether abatement is within this contract's scope and priced by the contractor, or performed separately by the Government; and (d) how any required abatement is accommodated within the 30-calendar-day mandatory performance period. There is NO ACM in any insulation in this project. This equipment was installed new within the past 15 years.
15. Scope of work item 5.f requires a full system refrigeration decontamination to remove water from the refrigerant and contaminated system parts, and item 5.g requires a test on the refrigerant "to ensure that quality has returned to normal parameters." The solicitation does not define those parameters. Please specify: (a) the required test or tests (for example acid number, moisture content in ppm, or full refrigerant purity analysis to AHRI Standard 700); (b) the numeric acceptance threshold for each; (c) who performs and certifies the testing, whether the contractor, an independent laboratory, or the equipment manufacturer; and (d) how many decontamination and retest cycles are included in the contract price. Please also confirm whether additional filter drier changes, refrigerant, and retesting beyond the first cycle constitute a change in scope, and how repeat cycles are accommodated within the 30-calendar-day mandatory performance period. Awarded contractor is to hire an independent third party inspector to test the refrigerant quality to ensure that it has been returned to Original Equipment Manufacturers specifications. Any additional rework or filter changes is incumbent on the awarded contractor until such time as acceptable levels have been achieved.
16. Scope of work item 5.j requires a leak check of the chiller and item 5.k requires the contractor to "make necessary repairs to any other leaks." As written this is not bounded, which cannot be priced on a firm-fixed-price basis. Please confirm whether the Government intends (a) a not-to-exceed allowance for repair of additional leaks, (b) that leaks discovered outside the components identified in items 5.c through 5.i be addressed by contract modification, or (c) a defined limit to the scope of "other leaks" contemplated. Contractor to price for up to FOUR pinhole leaks in the system. Any additional will be handled via change order.
17. The solicitation does not address cooling for Building 15 while the chiller is out of service. Please confirm whether temporary cooling is required during the performance period, and if so whether it is contractor-furnished and included in this contract price or provided by the Government. If contractor-furnished, please identify the required capacity, the tie-in location, and any restrictions on placement, rigging, and temporary power. VA is already providing temporary cooling to the space.
18. Scope of work item 6.a requires the crane lift to be performed off hours. Please identify the facility's approved after-hours work windows, any restrictions on weekend work, and whether any other portions of the work are required to be performed outside normal business hours. Crane lift cannot be performed Monday to Friday 8am to 4pm. All other work can be performed during normal business hours.
19. Multiple contractors who attended the July 31, 2026 site visit assessed that the cost to repair the existing chiller will be comparable to or may exceed the cost of a replacement unit. Please confirm whether the Government will consider amending the solicitation to a replacement scope, or whether it intends to proceed with the repair scope as specified.
SOW has been updated to allow for either solution. Please see the included SOW revision.
20. In the past the Trane GSA Schedule Contract 47QSWA20D002A was utilized for work onsite. I saw you listed this RFP as a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside (FAR 19.14). Would you make an exception to that if we utilize this GSA contract? This IFB solicitation is not a sole source for that contractors GSA schedule to be applicable. The set-aside remains SDVOSB for an open market procurement.
21. On the scope of work it lists the repair scope but also calls out “chiller replacement”. Are you looking for two different bids, one for the repair and one for a replacement option?
See answer to Question #19.
22. The SOW supplied with this solicitation details removal and replacement of various components for the chiller system on the roof of Building 15. There were comments made by other Site Visit attendees, indicating VA personnel are asking for two prices from bidders. One price covering the SOW listed in the solicitation. The other price being for complete replacement and installation of a new chiller unit. Does the VA want prices covering both scenarios? See answer to Question #19.
23. If the VA does want a price for replacement of the chiller, can the VA provide documentation covering the specifications for the chiller being replaced. The “label” on the current unit is severely worn and not very “readable”. See answers to Questions #8 and #9.
24. Specification 5.r. of the scope of work mentions 1" ID conduit for all wiring; however, the existing BAS conduit is not 1" ID. Recommend reusing existing conduit for work performed, as the current diameter is sufficient for current control conditions. Existing conduit may be reused. Any new conduit installed shall be ONE INCH ID.
