About this file
This is Amendment 0001 to a sealed bid solicitation for HVAC steam equipment and piping replacement work at a Department of Veterans Affairs Medical Center facility in Coatesville, Pennsylvania. The amendment, issued by the VA Network Contracting Office 4 on June 8, 2026, extends the bid deadline to July 20, 2026 at 10:00 AM via electronic submission to Elizabeth.Wilson6@va.gov, with bid opening scheduled for July 20, 2026 at 10:15 AM via Microsoft Teams.
The scope of work involves replacing HVAC steam equipment and piping in Buildings 12 and 15 at the VA Medical Center, identified as Project 542-26-107. The amendment provides contractor responses to 48 requests for information addressing key project requirements including: confirmation that all existing steam condensate piping to be replaced is located inside buildings; removal of all steam condensate piping; underground utility gas line installation specifications (minimum 3 feet below finished grade); electrical work requirements for ductless split systems; brick and mortar patching to match existing facades; ASME B31.9 and B31.1 piping code compliance with required ASME stamps; hydrostatic testing without x-ray requirements; water provision by facility for testing; no asbestos assumed but contractor field verification required; coordination of steam shutdowns with the Contracting Officer requiring three weeks' advance notice; no schedule extensions for rock removal; and staged coordination with the Contracting Officer for fill material stockpiling. The amendment includes a contractor sign-in sheet from the June 22, 2026 site visit and clarifies that certain drawings (MD-105) do not apply to this project. Staffing requirements mandate separate Site Safety and Health Officer (SSHO) and Quality Assurance/Quality Control (QA/QC) personnel independent of the site superintendent. Tax must be included in proposals. The solicitation includes standard FAR and VA-specific clauses applicable to federal construction contracts.
