About this file

This is Amendment No. 0001 to Request for Lease Proposal (RLP) No. 36C24425R0081 issued by the Department of Veterans Affairs, Office of Real Property, CFM in Martinsburg, West Virginia. The amendment extends the RLP closing date from July 15, 2026 to July 29, 2026 at 10:00 AM EST, provides answers to offeror questions, and amends the RLP solicitation documents. The amendment became effective on July 15, 2026.

The amendment addresses FEMA floodplain compliance and parking requirements for the DuBois lease proposal. Regarding floodplain concerns, the government will not accept properties located within the applicable FEMA floodplain; offerors who contend a property has been removed from floodplain designation must provide a FEMA floodplain study demonstrating removal, as proposed remediation plans alone are insufficient. Parking amendments increase accessible parking space requirements from 11 spaces to 22 spaces (10% of the required 215 total spaces), with all accessible spaces requiring full ABA and ADA compliance. A minimum of two accessible spaces, or greater numbers as required by applicable federal, state, or local code, must be designated as van-accessible. The amendments apply to four sections: Section 1.02(C) addressing amount and type of space and lease term; Section 1.05(A) for neighborhood and parking inside city center; Section 1.05(B) for neighborhood and parking outside city center; and Exhibit A Section 1.02(A) of the lease template regarding express appurtenant rights for parking. The lessor remains responsible for providing any additional parking spaces required by applicable federal, state, and local law or code.
