SECTION 00 05 01 - SPECIAL REQUIREMENTS FOR WORK WITHIN A
VA HOSPITAL
GENERAL:
A. This section is to bring to the attention of the contractor, Special Requirements of our hospital.
Our primary goal is to provide safe, accurate, comfortable treatment and diagnostic work. The construction project is secondary. The prints may show phasing but cannot convey every consideration that must be given to implement the plan. Close coordination and advance notifications must be provided. The VA cannot tolerate the method of construction as would be done in an empty building for example. Therefore, the contractor shall plan for cleanliness, dust proofing, quietness, etc., as needed.
The following are considerations and requirements needed in order to work at the hospital.
B. Requirements:
There are four problems that we see arise over and over again. They are: dust control, interruption of our phone, computer networks, and fire/smoke barrier sealing.
1. Dust Control (Infection Control)
Building materials (primarily drywall and ceiling tiles can contain molds and microorganisms such as Aspergillus. While these are not usually a problem for healthy individuals, they can be to immune-depressed patients. The following actions shall be taken during construction projects.
a. The contractor shall keep the work area clean at all times. Footprints and dust from the construction site tracked down the hall are not acceptable and must be prevented by the contractor.
The contractor shall do whatever is necessary to prevent this problem. The VA will supply walk-off mats outside the area as an extra precaution.
b. Dust shall be kept from permeating the areas outside the construction area. Therefore, the contractor shall be required to construct appropriate dust barriers and block supply grills to make the area under negative pressure. Return grills and exhaust grills shall be blocked to keep the drywall dust out of our ductwork. The VA will supply a HEPA filtered “microtrap” fan and filters. The fan will be ducted out a window or other suitable opening in order to create negative pressure relative to area outside the construction zone. The inlet hose of the unit will be placed where demolition work is being performed or to an anti-room. Where the work site is too far from an outside wall, the fan will be used to pull air from within the construction and exhausted in a corridor or above the ceiling.
c. Barriers as shown on the drawings or indicated on the Infection Control Risk Assessment (ICRA) are intended to keep people and dust out of the construction site. Barriers must be constructed of metal studs or fire-treated wood and covered with gypsum wall board or fire-treated plywood. The barrier should extend from floor to ceiling and any door must be a solid core lockable door. A piece of sponge rubber should be placed under the sole plate and above the header to protect the floor and ceiling.
d. Debris shall be covered when removing the materials from the work site to the dumpster. Carts with lids shall be used. Larger materials shall be required to be wrapped in plastic before removing them to the dumpster.
e. The attached ICRA Form must be posted at all times and its’ regulations followed.
f. Superintendent is responsible for confirming daily that barriers are inspected and maintained appropriately. An Inspection Log shall be initiated daily.
C. Other Areas of Concern
1. When construction is near sensitive areas such as surgery, noisy operations shall be discontinued until a more appropriate time, which may be after normal working hours or on weekends. If this has been determined, it shall be accomplished at no additional cost to the
VA.
2. The contractor shall notify the COR in advance of operations that would cause disruption to the operation of the medical center. Examples of these disruptions are: utility shutdown, noise, vibration, etc. The contractor shall adjust his schedule to accommodate patient care activities.
3. Utilities shall not be disconnected without coordination with the COR. Contractors have often cut power to "their" area and ended up cutting off power to areas outside the construction site.
4. Contractor shall not attempt to work an electric circuit hot. If necessary, a temporary electric feed will be run.
5. Odors may cause problems such as painting with oil-based paint on a patient ward.
Reasonable action such as putting an exhaust fan in a window or hanging plastic to isolate a painted area shall be needed.
6. The contractor shall take all necessary precautions to ensure compliance with the Life Safety Code (latest edition) and be mindful of the seriousness of how this affects the invalid. The contractor shall not block corridors, exits or access to exits at any time.
7. ID badges shall be worn by all workers at all times.
8. The construction area shall be secure at the end of the day. The contractor shall have a means of preventing patients, employees and other unauthorized personnel from entering the work site.
9. New fire/smoke barriers must be constructed before old barriers are demolished so that barrier integrity is maintained.
D. The following items are clarifications that have caused confusion and problems in the past:
1. Contractor vehicles shall only park in designated parking areas. Only Contractor vehicles required to perform work are allowed to park on VA property.
2. Contractors shall mark their dumpsters so VA employees will not assume it is a VA dumpster.
3. When excavating, the contractor shall notify the Contracting Officer Representative and
Wilkes-Barre VAMC Safety Office at least 5 days in advance.
4. Operational and Maintenance Manuals (4 sets) shall be required for completion of the job.
5. Workers parking where not permitted or without proper dash signage displayed, shall be ticketed.
6. The VA shall not loan tools or materials to the contractor. It is your responsibility to furnish all labor, materials and equipment necessary for completion of the job.
7. The job superintendent or designee shall be on site at all times when work is being performed.
9. Where the contractor disturbs lawn areas, he shall aerate compacted areas and sod with common Bermuda.
