B.2 STATEMENT OF NEED (SON)
INTRODUCTION/BACKGROUND:
The Philadelphia VAMC has a requirement for a Chromatography System for the research laboratory for rheumatoid arthritis (RA). RA is a debilitating disease that causes inflammation and deforming joint destruction. RA afflicts 1.5 million people in the United States and is becoming increasingly more prevalent in the veteran community as this population ages. The laboratory is testing if infections, such as SARS-CoV-2, cause T cells from RA patients to respond to non-viral antigens, such as commensal bacteria. To detect T cells that recognize SARS-CoV-2 and other antigens, the Philadelphia VAMC needs the capacity to produce tetramers – molecular labels that selectively bind to T cells recognizing a specific antigen. A chromatography system for purifying proteins is required to generate tetramers.
SALIENT CHARACTERISTICS:
The products specs are:
System Pump: Two bio-inert, high-performance dual-piston pumps (0.001–25 ml/min, 0–20
MPa) Pressure and pH sensor: to detect fluctuation in pressure and pH of the system Gradient Mixer: 1.4 ml chamber Injection Valve: Supports sample application from both a loop and a sample pump in a single valve Column Valve Kit: column selection valve with integrated pressure sensors, enables connection of up to five columns.
Inlet Valve Kit: To switch between two different buffer solutions for automated gradient generation during protein purification procedures Outlet Valve kit: to connect to fraction collector, waste & flowthrough or re-inject Versatile Valve: enables loading samples using the system pump bypassing the mixer allowing large-volume samples to be loaded directly into the column.
UV Monitor: U9-T, enabling simultaneous UV detection at fixed wavelengths of 280 nm &
260 nm Conductivity Monitor: Measures conductivity from 0.01 to 999.99 mS/cm. An integrated temperature sensor corrects for variations in conductivity due to the temperature.
UNICORN control software: The software includes built-in knowledge for planning, control, and evaluation of protein purification runs. Method editor with predefined methods, customizability, as well as flexibility for advanced methods such as automated multistep purification for increased efficiency.
Column holder, column clamp, tube holder and guide, and AKTA user kit for fittings and tubing, and other useful accessories.
Fraction Collector: accommodates tubes of different diameters and lengths.
DELIVERY/INSTALLATION:
The Chromatography System will be delivered to the Research Building:
3900 Woodland Ave, Philadelphia, PA 19104.

2. Any quotation received at the Government office designated in the solicitation after the exact time specified for receipt of quotes is "late" and may not be considered unless it is received before purchase order issuance and the Contracting Officer (CO) determines that accepting the late quotation would not unduly delay the acquisition.
3. If an emergency or unanticipated event interrupts normal Government processes so that quotations cannot be received at the Government office designated for receipt of quotes by the exact time specified in the solicitation, and urgent Government requirements preclude a notice of an extension of the closing date, the time specified for receipt of quotes will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
