Question & Answer 7/15/25 Subject: Meal Volume Question 1: Can the government confirm the average daily headcount for each meal (breakfast, lunch, dinner)?

Answer 1: We are a 40-bed program and are currently averaging about 30 veterans. This number can fluctuate lower or closer to 40 based on a variety of factors.

Question 2: What is the maximum daily headcount we should plan for, including boxed meals?

Answer 2: It is typically communicated with staff regarding the headcount a few times a week and the kitchen staff utilize that number to plan.

Subject: Staffing Expectations Question 3: Does the government have an anticipated number of FTEs or staffing plan for this requirement?

Answer 3: Based on our needs, the contractor can determine how many staff are needed. However, historically, contractors have had a chef manager, supervisor, 2 cooks and a dishwasher.

Question 4: Will the government be supplementing any aspect of food service with its own personnel?

Answer 4: No Subject: Special and Restricted Diets Question 5: Can the VA provide insight into the frequency and volume of special or restricted dietary meals?

Answer 5: This is on an as needed basis. Typically about 10% of our population require special dietary meals.

Answer 6: Holiday meals are included within the monthly cost.

Question 7: Will the VA provide input on menu planning for holiday meals in advance?

Answer 7: The contractor typically shares the menu plan with Snyder House leadership, and input is provided as needed.

Answer 8: This number varies and depends on the number of veterans working during the program. An estimated 4-6 per day.

Question 9: Are these meals primarily for the same individuals or does the group vary frequently?

Answer 9: For a certain amount of time, it will be for the same veteran while they are working. Estimated 5 request a month, approximately 60 a year.

Subject: Food Preparation Location Question 10: Must all meals be prepared on-site at Snyder House, or is preparation at the main CMJC VAMC kitchen allowed with transport to Snyder?

Answer 10: All meals must be prepared at Snyder House. There will be no access to VAMC kitchen.

Answer 11: Yes, all personnel require full background investigations and PIV badges.

Question 12: What is the expected timeline for completing background checks?
