About this file

This document is a Single Source Justification form for a simplified acquisition procedure at the Department of Veterans Affairs' Lebanon VA Medical Center. The acquisition seeks to purchase specific Follett brand laboratory refrigeration equipment, including two upright refrigerators, two full-size double door refrigerators, one lab combination refrigerator/freezer, and one medical-grade blood bank refrigerator. The specific part numbers are detailed in the document, with unique justification provided for sole sourcing from Follett based on the medical center's existing equipment standardization, maintenance infrastructure, and cost-effectiveness of continuing with a single brand across their facility. The estimated value of the proposed action is redacted, but the acquisition is structured under the Simplified Acquisition Threshold (SAT) of $250,000. The contracting officer, Benjamin Villasenor, certified the justification on April 24, 2025, with an effective date of November 15, 2024, and the acquisition is associated with Action ID 36C244-25-AP-2747.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Over many years, the Lebanon VA Laboratory has standardized the use of Follett refrigerators, freezers, and combination refrigerator/freezers, and they are integrated throughout the hospital in virtually every clinical department due to the quality, reliability, and durability. The HVAC/Refrigeration department knows this equipment and keeps Follett specific brand parts in stock for needed repairs as to use non-Follett brand parts would void any warranty. The Follet brand will continue to allow regularization amongst the facility’s departments to meet operational and safety requirements with high-performance temperature control for proven and reliable critical product storage. If we were to start buying a different brand of Refrigerator/freezer and combo units, the non-Follett equipment would require separate brand specific replacement parts and filters at an additional cost and space needed for storage.
