STATEMENT OF NEED

A. GENERAL SCOPE

1. Title: Welch Allyn Connex Vital Signs Upgrades

2. Scope: The Biomedical Engineering Department at the VA Pittsburgh Healthcare System (VAPHS) H.J. Heinz facility is requesting the purchase of 27 Welch Allyn Inc. Newmar Radio (NIC) upgrades for 6700 Connex Vital Signs Monitors. Welch Allyn technicians will be completing and installing the upgrades on the 6700 Connex vital signs monitors. This upgrade is necessary as the devices were purchased without wireless networking capabilities. It is essential for these devices to be able to connect to the network through wireless connections. Without this upgrade, the devices cannot be put into service for diagnosis and treatment. Each monitor needs to be evaluated, repaired, and certified that it is safe for use on patients to be brought back into service. The supply acquisition does not involve connection of contractor-owned IT devices to the VA internal network; therefore, this upgrade does not involve VA sensitive information.

3. Background: VAPHS has multiple Welch Allyn 6700 Connex vital signs monitors in need of upgrades. It requires specific service kits for the upgrades.

4. Type of Contract: Firm Fixed Price

5. Period of Performance: 06/16/2025 to 09/15/2025

B. GENERAL REQUIREMENTS

1. Specifications as set forth in this proposal are minimum specifications and shall not be construed as limiting the overall quality, quantity, or performance of the instrument.

2. The offeror shall meet or exceed the minimum requirements and shall be held responsible for the performance and overall quality of the requested instrument during the instrument’s warranty period.

3. The service trainings, based upon the specifications requested, shall be the newest and the most current trainings.

C. SPECIFICATIONS

1. Connex Spot Service Kit, CVSM NEWMAR UPGRADE (27 each)

2. 2. Connex Spot Installation (for 27 monitors)

D. ADDITIONAL REQUIREMENTS

1. The vendor/distributor and/or the manufacturer must provide all necessary procedure manuals, troubleshooting manuals and operator manuals.

2. Location for the work to be performed with an adequate bench space and available AC power must be arranged prior to delivery.

3. A functional verification test must be completed prior to returning the devices to service and a copy must be provided to Biomed.

E. DELIVERY

1. Delivery should be coordinated with the POC of the contract prior to shipping of any training resources.

Location VAPHS H.J. Heinz 1010 Delafield Rd.

Pittsburgh, PA 15240

Point of Contact Name: George Becker Email: George.Becker@va.gov Telephone: 412-822-1778

2. The Contractor must comply and provide all necessary information to VAPHS. Otherwise, the delivery may be refused and require redelivery at no additional cost to the government. Normal business hours for acceptance of deliveries are 8:00am-3:30pm, Monday thru Friday excluding Federal Holidays. Deliveries must be coordinated in advance with POC once a ship date is established. The POC, Biomedical Engineering and/or Logistics Representative shall be the only VA entity signing for freight received on this requirement. The VA-issued purchase order number must be included in the packing slip. All items included in the requirement shall be shipped and delivered to site at same time. If deliveries must be broken into several shipments due to size, this must be coordinated in advance with the POC. Failure the coordinate shipment with POC, may result in failure to deliver on site and cause re-scheduling of delivery/freight at no charge to the government. The packing slip must include the VA-issued purchase order number.
