The benefit of completing this project is giving our facility the ability to begin mass decontamination according to the OSHA 29 CFR 1910.120 standards, the Joint Commission chapters on Environment of Care (EC) and Emergency Management (EM), and VHA Directive 0320.06. 3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized and must be compatible with current Decontamination Tent Specifications, the Fire Safety International (FSI) DAT 3060S. The manufacturer, FSI, has a recommended accessories list. During Market research only one vendor was able to provide a complete accessory package based on FSI’s recommendations and our required 45 day shipping time frame.

Using a vendor that can provide all the recommended equipment from the recommended FSI list will ensure compatibility with our Tent Decon System. Using any other vendor will require getting similar equipment that may not work with the existing tent system.

4. Description of market research conducted and results or statement why it was not conducted:

The Altoona VA Medical Center is requesting a Brand Name Only purchase of accessory system items for the Decontamination Tent System. The current tent does not have the necessary accessories to operate as a decontamination system in accordance with OSHA 29 CFR 1910.120 standards, the Joint Commission chapters on Environment of Care (EC) and Emergency Management (EM), and VHA Directive 0320.06.

GSA Advantage was searched using the FSI item numbers for the required equipment. Various

Vendors identified capable of providing some of the required equipment via FSS. However, no vendor identified capable of providing all equipment via GSA.

A sources sought notice was posted to SAM.gov on 03/18/2025 and closed on 03/25/2025 with the requirement for FSI brand accessory equipment to accommodate the existing FSI DAT 3060S Tent.

The only response received was from a vendor indicating that they can supply the required equipment.

Additionally, FSI confirmed that they have authorized distributors capable of providing the required equipment to establish the existing equipment into a functioning Decontamination System.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
