About this file

This is Amendment 0001 to solicitation 36C24425Q0238, issued by the Department of Veterans Affairs Network Contracting Office 4 in Pittsburgh, PA. The amendment extends the proposal due date from January 14, 2025 to January 17, 2025 at 2:00 PM EST.

The amendment also includes responses to four questions regarding: 1) Vinyl barcode requirements for fire doors, confirming new labels will be affixed to fire, smoke and hazardous room assemblies; 2) Clarification that 2013 standards are acceptable instead of 2025 standards for inspections; 3) Confirmation that field labeling requirements apply to the repair phase rather than inspections; and 4) Specification that NICET III certification is required rather than NICET IV. The Statement of Work will be updated before award to incorporate these clarifications.

Unless changes expressly herein, all other requirements remain unchanged.

The following questions were received in response to the solicitation. The answers are included with the questions:

1. RFP is calling for vinyl barcodes and ability to scan these barcodes for the Inspection of the Fire Doors. Question, are there already barcodes affixes on these doors or will this be a new process? If already, affixed to the doors, will we have access to this database and information?

a. The current labeling scheme is not standardized. We would like a to have new labels affixed to each fire, smoke, and hazardous room assembly, essentially starting from scratch. The SOW will be updated before award to include this.

2. The scope of work states that the doors are to be inspected to the 2025 standards. However, the currently adopted standard is from 2013, which has notable differences. Could you confirm whether inspections should adhere to the 2025 or 2013 standards?

a. 2013 would be acceptable. The SOW will be updated before award to include this.

3. The scope also mentions that one of the personnel performing inspections must be able to field label. Field labeling typically falls under the repair phase and is not part of standard inspections. Could you clarify if this requirement applies during inspections or is intended for the repair phase?

a. Repairs phase is correct. The SOW will be updated before award to include this.

4. The solicitation has a requirement of a NICET II. A NICET Level IV technician is an engineering technician with at least 10 years of experience in fire alarm systems, who is an expert in interpretation of codes and standards, with the ability to perform on complex and specialized systems, ensuring proper quality of life safety systems. Please confirm whether a NICET IV certification will be added as a requirement to the solicitation, to ensure the fire alarm system meets all required local, national, government, and industry standards, codes, and regulations.

a. Since this is for testing purposes only NICET III is all that will be required.

The SOW will be updated before award to include this.
