About this file
This document is an Exhibit detailing Regulated Medical Waste (RMW) generation and disposal services for the Wilmington VA Medical Center and its associated Veteran's Community Clinics (VCCs). The document outlines three service methods for medical waste disposal under the current VISN contract (36C24425P0007), which include varying approaches to sharps waste handling, container management, and pickup procedures. The Wilmington VAMC currently generates approximately 26.60 tons of RMW annually, with options for service that range from non-separated waste disposal to contractor-managed sharps container distribution and exchange.
The document provides comprehensive details about RMW generation across multiple facilities, including the Wilmington VAMC and five Community-Based Outpatient Clinics (CBOCs) in Delaware and New Jersey. It includes specific tracking of waste volumes by fiscal year, waste container inventory, pickup frequencies, and an optional add-on service for drug sequestration unit management. The facilities generate between 20-25 pounds of non-sharps RMW monthly, with trace chemotherapy waste ranging from 4.75 to 10 pounds annually. The document is likely supporting a related solicitation (36C24425Q0204) for Regulated Medical Waste Disposal Services for VISN 4 VA Medical Centers.

Exhibit 1 – Medical Center and VCC History Report
Medical Center and Veteran’s Community Clinics Regulated Medical Waste Generation Report for the Wilmington VA Medical Center
Regulated Medical Waste (RMW) Summary
· Wilmington currently utilizes the VISN contract (36C24425P0007) for RMW (sharps and red bag) disposal.
· There are 3 methods of RMW service, plus one add-on service, available under the current VISN contract. The methods of service for each facility are as follows:
· Service 1: Altoona, Butler
· Sharps waste is not separated; it is included in the non-sharps RMW. This service does not incorporate reusable sharps containers. The RMW is consolidated to a central location at each facility for Contractor pick-up. Pricing is based on a flat rate per pound for all RMW removal to include trace chemo and disposable sharps containers.
· Service 2: None
· Sharps waste is separated from non-sharps RMW. Contractor provides reusable sharps containers. VA employees collect and distribute reusable sharps containers throughout the Medical Center and applicable VCC’s and consolidate the collected full containers to a central location at each facility for pick-up by Contractor. The non-sharps RMW is also consolidated to a central location at each facility for Contractor pick-up. This service includes the hardware and installation required to mount sharps containers to walls, floors, or carts by the contractor. Pricing is based on a flat rate per pound for RMW removal including trace chemo and a separate flat rate for reusable sharps containers removal.
· Service 3: Coatesville, Erie, Lebanon, Philadelphia, Pittsburgh, Wilkes-Barre, Wilmington
· Sharps waste is separated from non-sharps RMW. Contractor provides reusable sharps containers. Contractor collects and distributes reusable sharps containers throughout the Medical Center and applicable VCC’s. Reusable sharps containers, located in areas where Contractor is not permitted entry, are collected and distributed by VA employees. The sharps containers collected by VA employees and the non-sharps RMW are consolidated to a central location at each facility for pick-up by Contractor. This service includes the hardware and installation required to mount sharps containers to walls, floors, or carts by the contractor. Pricing is based on a flat rate per pound for RMW removal to include trace chemo and a separate flat rate for reusable sharps container removal.
· Add-on Service: Coatesville, Wilkes-Barre, Wilmington
· Provides for the installation and full-service exchange of drug sequestration units to securely manage DEA controlled substance wastage.
· The Wilmington VAMC is requesting (check one, plus add-on if needed):
