RFQ 36C24425Q0047 Vendor Questions Received:
Amendment 1: Answers to received vendor questions and update to SOW in response to vendor questions.
• There are no changes to the submission deadline due to the adequate competition already received and the need to start on 12/9/24.
• If your specific question is not addressed below, note that information can be found in the RFQ and that the Government follows established guidelines from the FAR.
Vendor Q&A:
Current contract: Order #36C24424F0397 from Contract GS-07F-0540X. All other requested current contract and incumbent information can be found by investigating contract.
Other questions received:
1. Can we provide State of Pennsylvania License upon Award? License must be provided prior to contract award. While not required, it is suggested to include in quote documents.
2. Will there be any required training for guards prior to covering shifts at the various locations? Like orientation/site-specific training? The only location covered will be Snyder House. Training and orientation will be provided by VA staff such as the program specialist. If there will be a continuation of duties by the current security guards with the new contractor, they will assist in the orientation and site training.
a. If so, are these hours billable to the Security Guards for VAMC in addition to the set hours mentioned in the solicitation? Contract is not to be awarded by billable hours.
Contract is billable by month with a required number of guards and hours worked.
See CLINs for detail.
3. When guards are on site, please break down the background process that will be required for them to work in the department (for example fingerprints first, walk-in appointment, EQIP, Flash card or PIC, the timeframe it takes to get through background, etc)
Guards will first set up an in-person meeting with the Snyder House program specialist who will assist with the completion of paperwork to initiate the background process. At this time a fingerprint appointment will also be made, and the contractor will be sponsored.
Once processed, an email will be sent to the contractor with instructions to complete a background questionnaire.
Once the program specialist receives an email from the Security Specialist POC indicating that the fingerprints have a favorable outcome, and that their investigation has been scheduled, they are then cleared to be sponsored for a PIV badge and permitted to start work.
4. Are guards allowed to work on-site if they have passed our background check and submitted paperwork to the Department?
They are allowed on site once they receive all clear from the program specialist following communication with the security personnel specialist.
5. Will the department provide ample time after the announcement of the award for a new contractor to properly on-board their personnel? The period of performance start date is 12/9/24, awarding contractor is expected to start providing services that day.
6. Does the department anticipate any additional position applicable to this solicitation? No
7. For the trainings listed in the SOW (Section B, #2). Will the VA accept online training certifications for each section?
All training can be completed online. The program specialist will provide the website and training information that is required. This can all be completed online.
8. As listed in the SOW (Section 1 – General, B. Personnel). Regarding the Supervisor license.
What type of license is the Supervisor required to have? Supervisor must be certified by the
PA Act 235.
Updates to SOW update identified in bold below:
1. Section 1 – General, B. Personnel: 1. Supervisor: Contractor shall provide a supervisor that can be called in an emergency 24/7. The supervisor is a 20 hour a week position under this contract that can be scheduled by the contractor with the following requirements: Supervisor presence shall be required 4 hours during second or third shift on any 4 weekdays, Monday through Friday. AND
Supervisor presence shall be required 4 hours during second shift on any 1 weekend day, Saturday or Sunday. The supervisor shall have a background with a minimum of two (2) years of successful experience in field supervision (civilian community law enforcement, military service law enforcement, or security, commercial or industrial guard service or security). Supervisor shall be licensed by the State of Pennsylvania Department of Labor and Economic Growth and shall have a current and unrestricted license to perform the duties as stated herein. Evidence of current and unrestricted license shall be provided to the contracting officer prior to contract award. Required certification for this role and location is the PA Act 235 certification.
