About this file

This document is a Request for Information (RFI) for a VA project to install a new accessible route at a VA facility. The project involves constructing approximately 200 feet of reinforced concrete sidewalk, six feet wide and six inches thick, with specific technical requirements including a maximum 5% grade, 6 ft. x 6 ft. clear flat landings, and compliance with Architectural Barriers Act Accessibility Standards (ABAAS). The sidewalk will run from Building 138 CLC along the east side of New York Avenue to Blackhorse Hill Road, terminating in an 8 ft. wide by 10 ft. deep landing.

The RFI includes detailed specifications about landing dimensions, utility considerations, and installation parameters. Key technical details include: extending sidewalk 12 inches beyond guardrails, maintaining a maximum 2% cross slope, installing soil retention curbs, providing four ADA crosswalk mats, and pinning new sidewalks to existing ones. The project has a 60-day performance period, with work permitted during business days from 6:30 AM to 4:00 PM. The solicitation is issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 4, with the specific solicitation number 36C24425B0022.

Request for information 542-24-108 | Install New CLC Accessible Route Phase 1 Sol: 36C24425B0022 Eleven Bravo Group, LLC Q: We would like to know the proper proposed elevations including the exact dimensions of landings, sidewalks, curbs etc.

VA: Please note that the following response pertains to the landings only, not the pad alongside Blackhorse Hill Road, which is bigger.

As indicated in the SOW, landings shall be 6 ft. x 6 ft. clear. This clear dimension means the clear pavement width between the edge of the landing and the railing where applicable. These dimensions may be approximate because the shape is generally not a true square. There are some nuances as follows:

1. The landings generally occur where there is a bend in the sidewalk and the landing should ease the change in direction half-way. For example, if the sidewalk bends at a 10-degree angle, the landing would be at an angle of approximately 5 degrees to each connecting leg of the sidewalk. Thus, one side would be shorter than the other. The code minimum (reference ABA) is 5-foot length, so the short side should in no circumstance be less than 5’-0”. The 6ft. length could be taken from the centerline of the landing. Coordinate with the VA at the time of installation.

2. The lower landing has a railing as detailed. The sidewalk and landing widths must extend 12 inches beyond the railing, thus the 6-foot width becomes 7-foot wide at the railing. (Refer to the detail). Ideally, this lower landing could have a 45-degree transitional edge to ease the angle for pedestrians. This would have the effect of increasing the size of the landing by as much as an additional 12 inches each way. However, the actual grade lines may not enable this condition. This can be worked out in the field with the COR. Please note that the lower landing may be nearly square due to the sidewalk taking a bend of approximately 90 degrees. Again, coordinate with the COR at the beginning of the work.

The exact elevations of the landings will be field determined by the contractor in coordination with the COR.

Q: There are multiple utilities that appear will be in the road of installation as well. Can you confirm?

VA: Drawings are attached for reference only. The contractor is still responsible for underground utility investigation prior to any digging. The actual location of the drive to the Hospice building starts further north than shown on the plan. Additionally, there is no apparent documentation of the hand holes shown on the solicitation Part Plan.
