About this file

This document is an amendment to Solicitation No. 36C24425B0021 for the Department of Veterans Affairs, specifically addressing flooring repair and replacement at the Coatesville VA Medical Center. The project involves replacing the urgent care waiting room floor, repairing welded seam flooring in the urgent care treatment area (three locations), and repairing welded seam flooring in Building 59A (five locations). The solicitation is 100% set aside for Service-Disabled Veteran-Owned Small Businesses, with a bid opening scheduled for 11:00 AM on September 5, 2025.

The amendment includes responses to contractor questions covering various technical and administrative aspects, such as staff qualifications (superintendent roles, SSHO and QA/QC requirements), tax inclusions, wage determinations, and design document compliance. Key clarifications include: a superintendent can serve as both SSHO if qualified, but cannot simultaneously cover QA/QC; flooring installersmust be manufacturer-certified; and the project follows specific VA Technical Implementation Letter (TIL) guidelines. The contract requires compliance with prevailing wages, which will remain consistent throughout the project's duration.
