About this file

This document is an Amendment to a Solicitation for the Heinz Campus Roof Repairs and Replacement project (Solicitation Number 36C24425B0016) issued by the Department of Veterans Affairs Network Contracting Office 4. The amendment addresses ten Requests for Information (RFIs) submitted on June 9, 2025, providing detailed clarifications about the roofing project for Buildings 32 and 49. Key details include requirements for overhead protection, fireproofing considerations, potential IT escort needs, expansion joint treatments, and specific roofing modifications such as drain insert utilization and abandoned curb removal.

The solicitation remains on schedule with a bid due date of July 2, 2025, at 10:30am EST, and a virtual bid opening at the same time. The project involves roof repairs and replacements with specific technical requirements, including different approaches for Buildings 32 and 49. Notable specifications include potential Infection Control Risk Assessment (ICRA) requirements in certain areas, lightning protection system considerations, and precise instructions for roof deck, flashing, and expansion joint treatments. The amendment ensures contractors have comprehensive guidance for executing the roofing work while maintaining specific operational and safety standards.

Question
VA Final Answer
1
Will the contractor be required to provide overhead protection (scaffolding/shedding/similar) at all building entrances, loading docks, and/or sidewalks around the perimeter of the buildings?
Yes, if you will be working overhead of these areas, signs will need posted below, barricades and possibly overhead protection.
2
Do any of the affected buildings have applied fireproofing installed on the underside of the deck? If so, can the Government please confirm that if fireproofing is to fall from the deck during normal and expected roofing operations, that this will not be required to be repaired by the Contractor.
Roof loading is not to be exceeded, especially in the square foot rated area of unloading, no hard dropping loads etc. is permitted to cause this effect of insulation dropping or other damage to under roof fixtures. Should the contractor cause damage by their actions they would be responsible for repairs.
3
The scope of work document, section 3.11, states that a person must be underneath the roof deck to check piping is not pulled free when setting new drains.

a. What are the ceiling types within these buildings? Specifically, interior access was not provided for Building 32. How much area is ACT vs exposed ceiling vs drywall vs other in each area affected?

b. Are there any restrictions to the areas below or additional requirements for access into these spaces?

c. Will there be ICRA requirements as a part of this work?

d. If so, please elaborate – will a HEPA cart be adequate for infection control or will dust walls be required?

e. If dust walls are required, please confirm if plastic barriers are acceptable?

a. Unknown/Varies, all types of ceilings may be encountered, but mostly they are bare ceilings and drop ceilings.

b. Some spaces may need coordinated to access after day shift (around 4:00PM), these will be coordinated with COR.

c. Prosthetic area, and possibly another area in B32 will need ICRA cart or plastic wall if more than 2 ceiling tiles are removed.

4
Please confirm whether a Lightning Protection system will be required on Building 32, or if that scope of work is only applicable to Building 49? a. If required on Building 32, will a lightning protection system be installed for only the newly replaced roof area, or the entire building (so master certification can be provided)?
Only applicable to B49.
5
For work on Building 32; will an IT escort be required for:

a. Any rooftop work?

b. Interior access for testing drains as required by the scope of work document?

The COR will be the IT escort, most outside work will not require this.

6
Please confirm whether the rubber type expansion joint on the East side of Building 32 will need to be replaced, or if this should be reused (where roofing meets masonry wall)?
EDPM is to be overlayed on the existing, see detail #2 on Attachment 3.19-C if additional expansion joint is needed on top of the existing bituminous roof.
7
Amendment 1 released a revised bid schedule. Alternate 1 states to delete roof flashing replacement; please confirm this is only for the edge metal flashing replacements on Building 50.
All flashing for B49 is to be replaced, The B50 flashing is to be replaced/repaired where indicated, B32 parapet flashing is to remain.

Bid deduct number 1 applies to Bldg 50 only.

8
Please confirm that drain inserts will be utilized at all locations on Building 32 to facilitate the overlay as requested.
Yes
9
Please confirm that the abandoned curbs on Building 32 need to be removed (approx. 9).
Yes
10
RFI #5 (first round) stated that a walk pad layout drawing would be provided. a. For Building 49, can you please confirm, are these to be provided as shown on ‘Attachment 3.19-A’?
Correct
