Question
VA Final Answer
1
Wall and Roof-Edge Terminations: Should the wall and roof-edge terminations have identical designs, or can they vary
Roof edge terminations shall all be similar.
2
Lightning Protection System Installation: Will the hospital provide the lightning protection system, with our responsibility being its installation? Or are we required to supply and install the system ourselves?
The Contractor shall engage a UL Certified Lightning Protection System Company to design and install a Lightning Protection System for the VA Pittsburgh Health System Heinz campus B49. All components and design shall conform to NFPA 780 and UL 96 for use on Class I structures. Copper materials are required, but in this case because of all the aluminum components on the roof, design may require some aluminum components. Have this company submit their design proposal to us for approval.
3
Dumpster Placement: Is it permissible to place the dumpsters near the building to dispose of debris directly from above, or will the dumpsters be located away from the building, requiring us to rent equipment to lower and transport the trash?
Please confirm how close to Building 49 a dumpster(s) can be located?
Throwing debris directly off the roof into a dumpster is not permitted, a chut apparatus is permissible, but a chut assembly plan must be submitted before it can be used at least 14 days ahead. In the past we witnessed contractors utilize a large scissor lift to load materials onto the roof, remove waste, and use it for access.
4
Damaged Insulation: Is there a possibility that insulation will be damaged during the course of the project? Should the bid include provisions for replacing any damaged insulation, or will the need for replacement be addressed separately in the bid?
We can see what happens with how much comes off when lifting the existing membrane we will include up to 25% of contract and it will be deducted if not used.
5
Walking Pads: Will the new walking pads cover the same area as the existing ones, or is a larger area required?
We will supply a walking pad layout drawing.
6
A/C Unit Relocation: Are there any A/C units that need to be relocated for the project?
There are (2) abandoned roof curbs (~2’x2’) that need to be eliminated back to the level of the sloping/flat roof. ACCU-2 on the north end of the roof needs its curb closed in and a cricket installed on its north side in order to eliminate puddles, see attached B49 roof plan drawing in SOW.
7
Working Days and Hours: What are the approved working days and hours for this project?
Normal hours are M thru F 7:00 AM until 4:00 PM except federal holidays. Some exceptions may be made to work off hours.
8
Considering the site visit was held for this project only one day after the release of the solicitation, can a second site visit be held for contractors to review the existing site conditions? This would be of particular importance since there are no project drawings provided.
Yes
9
Can the site visit list from May 7th be provided?
The sign-in log will be attached in the amendment.
10
Will drawings be provided for use in bidding this project?
Yes
11
SOW document, item 3.4 refers to adding tapered insulation sheets as needed for sloping water to drains. In order to price this competitively, contractors need to know, how much square footage of tapered insulation will be required?
See answer to Question 4 above.
12
What is the square footage of existing areas which not sloped adequately and are ponding water?
There is definitely ponding around the AHU on the north end of the building ~ 1500 sq. ft. around there. See new drawing note 3 and add any necessary layers of insulation to maintain slope.
13
On the ‘Price/Cost Schedule’, the Description of Supplies/Services appears to be copied from a different project, as almost none of the included work appears in the SOW document provided. Please confirm that there is no work for any of the following:
0. Saw-cutting
0. Concrete construction
0. Concrete embedments
0. Bonding agents
0. Reinforcing steel
0. Epoxy crack repairs
0. Sealants and surface treatments
0. Expansion joint replacement
0. Relocation of MEP systems
0. Painting
0. Temporary Structural supports This is just Contract common language, if you encounter/perform any work that falls into these categories you must follow the requirements.
14
Subcontractors are requesting drawing details to illustrate the precise manner in which curb flashings, access door flashings, etc. will be required to be installed.
I will furnish existing drawings of flashing and curb details. Though the TPO roof manufacturer that you may utilize may have different method(s) for these areas in order to furnish a 20 year manufacturer’s warranty.
15
Is there an existing Lightning Protection system on Building 49 that will need to be removed to facilitate this work?
No, we will now be asking for you to find a company to design and install this system as a base bid for this contract.
16
If an existing lightning protection system is in place, can the grounding system be left in place and rooftop system components be upgraded to current UL codes as necessary?
See answer to question 15.
17
For the lightning protection system, will a ground ring be required?
This will have to be determined by the Lightning Protection system design company.
18
If a ground ring is required for lightning protection, is there any of the following existing conditions that would need to be considered for this work?:
a. Underground utilities
b. Underground storage tanks
c. Pavement, sidewalks, etc.
i. Can hydroexcavation be utilized if ground rings need to be installed where there is existing pavement, sidewalks, etc.?
Yes to all. If the Lightning protection company determines an additional grounding system around the building needs installed then an underground utility survey shall be done by the contractor to determine utility runs and areas.
19
What are the existing curb heights for each of the rooftop mechanical units?
Contractors are responsible for measuring these for their bid. Most of them appear to be on average 12” tall.
20
Will the facility require any work to be completed off-hours?
a. If so, please confirm tasks, scopes, etc. that need to be completed off hours.
b. If so, can these tasks / scopes of work be completed in evenings and/or weekends?
Crane lifts over occupied building areas are not permitted, areas underneath may have to be closed off to personnel or these may have to be done on off hours. See answer to question 3.
21
How much space will be permitted for the Contractor’s lay down area?
We will furnish a Google map illustration showing roof access and lay down area(s).
22
Is temporary power available for a Construction Trailer at the laydown/storage area?
There are exterior outlets, but I would figure on having a generator too.
23
Will this project be Sales Tax Exempt?
No.
24
Will rooftop mechanical units be required to be raised/lifted as a part of this project?
No.
25
Will there be any limitations to how much area the contractor can work on at any given time?
No, just as long as new temporary to existing roof joints/cuts are sealed watertight at the end of work so there are no leaks into the building from rain.
26
Please identify the locations in which water can be sourced for the leak testing that is being requested at each roof drain location.
There are outside hose bibs near the area.
27
Will water be provided for the contractor’s use at no cost?
Hose bib water for cleaning and testing will not be charged to the Contractor.
28
Should contractors include a certain allowance for testing of existing material that may be encountered and suspected ACM, or will these costs be executed as a change order/contract modification if encountered?
The cost for testing existing materials for hazard material(s) is on the contractor and part of the fixed cost.
29
What will the badging process consist of for workers on this project? Will PIV cards, temp construction badges, or another method be required?
We will work w/ Superintendent to secure a PIV post award, and will use FMS Issued Temp Construction Badges for the balance of workers.
30
Will you allow the attached Manufacturing TPO System
The existing membranes shall be removed to existing insulation. Apply plenty of adhesive and weights to acquire full adhesion, no detached bubbling of membrane will be permitted.
31
Do you have any pictures of the bldg. in this project. Or a map of the VA campus so I can pull a roof report.
Yes, we are on Google maps.
32
Do you have any Core cuts on this roof ?
No
33
Is our own portalet required?
yes
34
Will we have to provide our own access to the roof?
Yes, which must be secured from access from non-authorized personnel.
