Submitted Questions & Corresponding Answers

Answers shown in red text

1. Is there going to be a different spec for the sidewalk alongside that entrance path? I'm assuming it's going to be flush with the asphalt grade so will it need to be thicker/ reinforced with welded wire mesh in these areas due to the potential of vehicle traffic passing over it? No, this is not a surface that is planned to have vehicle traffic.

2. The sidewalk cut sheet on G L004 shows 4" TYP of concrete however underneath that detail where it shows the slopes it says 6" MIN. Can you confirm the depth of concrete and if there is a spec for a GABC subgrade. Provide 6” minimum concrete as shown.

The concrete sidewalk detail shown on L004 does not show GABC. If the contractor thinks it’s necessary, place 4” to 6” depth GABC subgrade.

3. Do the storm water manhole lids need to say anything on them? Should be labeled ‘Stormwater’, VA to confirm

4. Do the stairs require a GABC/crushed stone base beneath the concrete? Provide 6” of crushed aggregate below concrete.

5. Is the HDPE pipe going to be bed in clean stone as per ADS recommendations? See included ADS spec sheet on the last page. Yes, install per manufacturer’s recommendations.

6. Is there a desired manufacturer for the truncated dome? Do they have to be plastic, or can we use a precast masonry substitute? It cannot be sole-sourced from a specific manufacturer. Must meet VA standard TIL detail D shown on sheet L004.

7. I was just looking through the solicitation for the wage rates for different trades and the only delineations they have for operators are for Backhoe/Excavator/Trackhoe, Bulldozer, and Crane. What category would a paver operator fall under? A Paver and/ or Operator fall under 4000 Power Equipment per the Wage and Hour Division Davis- Bacon Surveys that can be seen via https://www.dol.gov/agencies/whd/government-contracts/prevailing-wage-resource-book/db-surveys . The awardee will be required to do a wage conformance through the Department of Labor.

8. Project Scope: Page 6 of 7 of the Solicitation requires the contractor to hire a 3rd party CRC for weekly inspections of the stormwater management plant. Please confirm that this is a requirement of the project and if so, please provide a copy of the plan. There are no stormwater management facilities on site, but a CRC is required for the sediment control inspection. A copy of the approved ESC/SWM plans has been provided.

9. If we can self-perform most of the work can we be our own GC or do we need to bid to a GC? The solicitation requires respondents to be an SDVOSB, registered in SAM and https://www.dol.gov/agencies/whd/government-contracts/prevailing-wage-resource-book/db-surveys https://www.dol.gov/agencies/whd/government-contracts/prevailing-wage-resource-book/db-surveys

VetCertified, and provide a responsive proposal in line with all SOW and clarifications requirements.

10. Spec 01 35 26 1.9 states “The Prime Contractor shall provide a minimum of one “Full- Time” SSHO at each project site, for each shift (with no other duties).” Is this correct or is the superintendent permitting to have additional duties as the SSHO? If the superintendent is capable, they can do both functions. The OSHA 30 certs are still required.

11. Drawing L005 Sheet Note 1 states “Contractor to hire a 3rd party certified construction reviewer (CCR) to comply with weekly construction review of the approved sediment and stormwater management plan until project is complete and close by DNREC.” Is this required? Yes, it is required.

12. Are there any costs to the contractor associated with the DNREC permit? Contractor to handle costs if any exist

13. Is the contractor required to provide a sediment and stormwater management plan?

L005 is an erosion and sediment control plan that has been approved by DNREC.

There are no stormwater management features on site.

14. Will this project need to be phased to maintain existing parking spaces? If so, what are the phasing requirements? This project should be a single phase. Existing parking in south lot will be deleted until lot is reopened after construction.

15. Detail G on Drawing L004 Note #8 states “See electrical drawings for heated sidewalk details.” Drawing E101 does not mention heated sidewalks. Does this project involve heated sidewalks? If so, please provide the details referenced. Note to be disregarded.

No heated sidewalks in project.

16. The wage rates included in the Solicitation for this project are for “Building” construction.

May I suggest that these be replaced with wage rates for “Heavy” or “Highway” construction? Yes, wage determinations will be changed from “Building” to “Heavy”. See amendment attachments for this change.

24. DRAWINGS: Sheet AS-100: ICRA WALL DETAILS: For bidding purposes, can this wall be terminated at the existing ceiling rather than extending to the deck? State and local tax exemptions are part of contractors’ financial business operations. Contractors are to follow their applicable state revenue policy.

30. Can both the bid and bid bond be emailed? If the bid and/or bid bond must be mailed, will the government consider extending the bid due time to no earlier than 11 a.m.? This request is made because 1030 a.m. is the earliest guaranteed time for overnight delivery, and anything before then risks not being guaranteed and potentially arriving after the current bid due time. Extending the bid’s due time would ensure that all bids are received on time and that the process is fair for all parties involved. Per page 10 of solicitation item I. Public Bid Opening: bids and bid bonds are to be emailed to the Contract Specialist at Hanna.Karmazyn@va.gov . No hard copies will be accepted.

31. Can the Superintendent be shared across multiple projects, or should they only be dedicated full-time to this project? Full-Time dedicated.

32. Please confirm that per 01 45 00 3.4 C, the Superintendent can also fulfill the Quality Control Manager (QCM) role. ? No, the CQM is required to be a third party separate independent contractor per the master specifications.

33. If the Super cannot fulfill this role, the average ADDITIONAL cost for a dedicated QCM is approximately $26,500 per month (salary, labor burden, per diem, housing, company vehicle, monthly return trips home, company phone, etc). Superintendent can fulfill the Site Safety & Health Officer (SSHO) role? If the

38. If the Super cannot fulfill this role, the average ADDITIONAL cost for a dedicated SSHO is approximately $26,500 per month (salary, labor burden, per diem, housing, company vehicle, monthly return trips home, company phone, etc). We expect this project to be 4 months long, and the bid is expected to increase by $106,000.00. Please confirm a dedicated SSHO is still required. If the superintendent is capable, they can do both functions. The OSHA 30 certs are still required.

39. Specification 01 35 26, 1.9 D in its reference to FAR 52.236-6, can also be interpreted to mean that the prime contractor would be in compliance with this section if they have a Superintendent on-site during construction, as FAR 52.236-6 does not require (or mention for that matter) an SSHO and explicitly covers the prime contractor's Superintendent only. In short, an onsite SSHO is not a requirement per FAR 52.236-6.

Please confirm. If the superintendent is capable, they can do both functions. The OSHA 30 certs are still required.

Abandon as shown on demolition plans.

92. Can we assume that the pile of dirt in the corner of the project is the topsoil stripped to install the current gravel parking lot.

The contractor can test soil to determine its soil content.
