The purpose of this amendment is to:
1.) Post vendor questions with answers
2.) Provide Maintenance and Inspection records. (All deficiencies noted in the reports have been corrected)
All quote submissions must contain a signed copy of the amendment.
Solicitation Verbiage Any part, component or assembly unavailable from the manufacturer due to obsolescence, remains the Contractor’s responsibility to obtain an engineered equivalent product from a commercial source. Page 10
Question 1: What if a part is obsolete and there is no alternative or the alternative is a cost that isn't warranted for the government to spend. Meaning replace a part in its entirety instead of spending the same cost to engineer an equivalent. Is it allowable to offer an alternative that is reasonable such as a cost benefit construct?
An alternative will be considered as long as there is proof and documentation that the part meets or exceeds the manufacturers specifications.
Solicitation Verbiage Failure to inspect the elevators prior to contract award will not relieve the contractor from performing services and repairs in accordance with the strict intent and meaning of this contract. Page 11
Question 2: There is only a site visit and there was not enough time to inspect the elevators.
Does the government intend to have a time where we would be able to conduct inspections before award? .
Additional site visit was scheduled for Wednesday, 8/21/2024 @ 9am. This provided an opportunity for adequate inspection of the elevators prior to award per 6.1 of the PWS. (an amendment was posted to SAM on 8/16)
Solicitation Verbiage 9.2.1 The contractor shall respond to emergency repair calls within 2 hours after notification during normal business hours and within 1 hour (SAME AS ABOVE) after notification at times other than normal business hours. Page 15
Question 3: To be clear emergency responses are 2hrs during normal business hrs and in the evening the response time is 1 hr is this correct?
This was a typographical error and the response time in the evening is also 2 hours.
Solicitation Verbiage 11.1 An adequate supply of new spare parts must be always maintained by the contractor to ensure prompt preventive maintenance and repair services. Page 16
Question 4 Does the government have a list of items it desires to have in stock and can you provide this list so to help quote this requirement? The government does not maintain a spare parts inventory for the elevators.

Solicitation Verbiage 2.1 Except those services covered in (paragraph 5.0) below, the monthly fixed price includes all inspections, maintenance, repairs, replacements, and routine and emergency service calls. This contract allows the Government to budget total yearly costs and eliminates concerns relating to individual parts repair or replacement invoicing. Page 9
Solicitation Verbiage C.3 52.216-19 ORDER LIMITATIONS (OCT 1995) (a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than $2,500.00, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract. Question 6 For CLIN 0001 pricing, is the government stating that we are responsible for an all inclusive cost, as stated in the above listed section 2.1, which includes a monthly repair of up to $2,500, however any repair above $2,500 or services covered in paragraph 5.0 would be associated with CLIN 0002?
Per section 2.1 of the PWS, this is an all-inclusive maintenance and repair services that will fall under CLIN 0001.
Per section 5.0 all Excluded services will fall under CLIN 0002.
The vendor is responsible for ALL costs associated with repairs , unless they fall under CLIN 0002 for excluded services.
C.3 52.216-19 ORDER LIMITATIONS – pertains to individual task-orders that would be lower than $2,500.00. The government would not be obligated to acquire the services under this specific contract.
“Which includes a monthly repair of up to $2,500, however any repair above $2,500 or services covered in paragraph 5.0 would be associated with CLIN 0002” does not appear in this contract, therefore, does not pertain to the solicitation.

Question 7 Since we do no invoice for elevators that we have not serviced, how to you want us to adjust our pricing in the bid? Do you want us to not include those 6 elevators in the base year and OY1 and half the year in OY2?
Yes, please provide a quote for all 19 elevators. CLIN 0001 is set up to be priced per elevator for a 12 month period.
Question 8 Or do you want us to bid the full 19 elevator service but only invoice for 14 until they are off of warranty?
Vendors shall provide a price per elevator. Pricing will then be calculated (QTY: 19 elevators X Months: 12=228). 228 potential services to the 19 elevators x price proposed by vendor = $$ yearly cost. This will be an IDIQ contract and a task order will be cut for the 1st year of service.
At that time the task order will only include the number of elevators requiring service.
Question 9: Per the solicitation, the contractor is to perform inspections using a QEI. However, later in the solicitation it states that the contractor is to perform the inspections with a QEI that the VA provides. Can you please clarify if we are to provide the inspector for cat 1 and cat 5 or if the VA will provide this 3rd party? The VA has a separate contract with an elevator inspection firm that will be used for all inspections. This firm will be in contact with the VA and the elevator contractor for scheduling inspections.
Question 10: b)Narrative to explain how emergency and urgent service calls will be staffed IAW PWS section 9.3. Since response time is critical to this requirement, this narrative shall also address how the contractor will meet the response time.
This is a typographical error. The section that should be referenced is 9.2.
Question 11: Are Overtime callback services covered in the monthly cost?
This is an All-Inclusive Maintenance and Repair contract. Section 9.0 thru 9.2.3 will be included in monthly costs unless it falls under section 5.0, Excluded Services.
Question 12: Are the 5 year full load and 3 year pressure tests done on overtime?
Yes, to avoid disruption of normal operations during regular business hours.
