36C24424Q0773 Questions & Answers

1. Will referrals be clinically stable? Referrals should be able to manage this level of care. Assessments are completed by the VA social worker, CRNP and the site themselves.

1. Does the facility need to be in Pittsburg? They do not need to be in Pittsburgh, but I believe we had a mileage range the facility needs to be.

1. Our current contract with the VA is for a total of 56 beds. Would we be allowed to convert any of those beds into contract beds under this contract? This sounds like Veteran’s Place, as their GPD program is 56 beds. They absolutely cannot “convert” any beds, as they must comply with their National Grant.

1. The Performance Work Statement references that the VAPHS is looking for contract beds for veterans experiencing significant mental health and drug and alcohol issues. Am I correct that referrals would be stable clinically or they would be in a hospital setting? It is not a hospital setting. The Contract beds are considered Emergency housing or shelter beds.

1. I believe that I was told that the maximum daily rate is $100/day, is that correct? There is no assigned daily rate like there is in GPD.

1. We wanted to know If you require us to be registered with PAR? This is not necessary.

1. Is the due date for the application 8/21/24? The Past Performance for indicates a close date of 8/16/24? The due date for quotes has been extended to 08/23/2024 at 04:30pm EST. Disregard the date on the Past Performance sheet. It should be included with your final submission.

1. Is there a form to be used to answer the questions of the Addendum to 52.212-2 Commercial Products and Commercial Services document? There is not a specific form. These questions will need to be answered within your submission package.

1. Does the facility need to be in Pittsburg? VAPHS is looking for a vendor in the Allegheny County area to accommodate various Veteran preferences for recovery goals which must be located within 30 miles of drive time of VAPHS, located at University Drive, Pittsburgh, PA 15240, or VAPHS, Heinz, 1010 Delafield Road, Pittsburgh, PA 15215.
