BACKGROUND:
1. VA Butler Health Care System General: The Community Living Center (CLC) within the VA Butler Health Care System has a BRAND NAME ONLY requirement for powered portable Patient Lifts to be utilized throughout the Center, located on the VA campus at 325 New Castle Road, Butler, PA 16001.
VA Butler Health Care is requesting a Brand Name Only procurement for two equipment items manufactured by Arjo, Inc.
Scope: The BRAND NAME ONLY Arjo equipment purchase must meet and/or exceed the functional and physical requirements in accordance with (IAW) the Safe and Patient Handling and Mobility Program. This program is in-place to facilitate safe patient transfers (lateral and vertical), repositioning, examination, mobility, and transport. The requirement is that the patient lift movers must be powered to enable the staff the ability to transfer patients from a sit-to-stand position and/or be able to transfer and reposition patients.
Purpose: Portable patient lifts are to be used to assist caregivers in transitioning patients with limited mobility, such as transfers from a bed, chair, other mobility devices and potentially transport vehicles. Patient movers are a crucial piece of equipment for delivering direct patient care to veterans within the CLC to protect from falls, but the equipment is also highly efficient in preventing injury to VA healthcare workers by managing the challenging daily patient or resident transfer and repositioning tasks, to include assisting with balance, gait training and stepping assistance.
2. Erie VA Medical Center The Department of Veterans Affairs, Erie VA Medical Center, has a BRAND NAME ONLY requirement for (3) Arjo Ceiling Lifts. In 2019, Erie VA purchased a fleet of (20) Arjo Brand Ceiling Lifts as a refresh for the entire Erie VA facility because the current Ceiling Lifts were beyond economic repair. During this refresh, three of the Ceiling Lifts were inadvertently excluded from this refresh. Therefore, The Facilities Management Service (FMS) is requesting this specific Arjo brand Ceiling Lifts to maintain the continuity of care throughout our facility. Additionally, Erie’s Logistics Department currently stocks several expendable Arjo brand items for these specific Arjo Ceiling Lifts. Specifically, straps, hand controls, and covers. If Erie were to procure another brand Ceiling Lift, our Logistics Department would have to stock additional excess expendables to maintain the different brand and model Ceiling Lifts, which would result in an additional cost to the Government.
