About this file
This document is a Single Source Justification for a Simplified Acquisition Procedure (SAP) under the Simplified Acquisition Threshold (SAT) for the purchase of Arjo patient lift movers, ceiling lifts, and related equipment for the VA Butler Health Care System and Erie VA Medical Center.
The VA is seeking to replace aged patient lift equipment at the VA Butler Health Care System and refresh a fleet of Arjo ceiling lifts at the Erie VA Medical Center. The total estimated value of the proposed action is approximately $195,000, including $85,000 for VA Butler and $110,000 for Erie VA. The justification cites the need for brand name Arjo equipment to ensure compatibility with existing accessories and staff familiarity with the equipment. The Erie VA also has an existing service contract for the Arjo ceiling lift equipment. No other brands are deemed acceptable alternatives. This procurement will be a brand name only purchase of Arjo equipment including patient floor lifters, standing/raising aids, ceiling lifts, and spreader bars.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
VA BUTLER HEALTH CARE SYSTEM
VA Butler Healtchare System is requesting a Brand Name Only purchase of Arjo equipment because it is a direct replacement of current equipment, will ensure compatibility with existing accessories and slings, and staff are familiar and trained with this brand of equipment. The price point is also similar to other companies with similar products.
The requested equipment items are imperative for use by the staff to best serve our veteran patients. The staff are well versed on both the Maxi Move and many facets of the Sara Plus. The Maxi Move has been used in this environment for the last decade and the staff is familiar with how to use it competently and safely.
Additionally, continued use of the Arjo brand of equipment will ensure compatibility with existing equipment. No new accessories will be needed. The Sara 3000 is currently in use at the facility, and the requested Sara Plus (Arjo Model # HEP1001-US) is an updated version of the Sara 3000. The use of existing slings and accessories will result in a cost savings to the Government, as new slings will not be required to be purchased.
The Sara Plus patient standing and raising aid can also be used by more than just nursing staff at the facility. The device was designed to help ambulate patients in a rehabilitation setting. Our PT/OT and restorative employees will be able to employ this equipment to help Veterans on their rehabilitation journeys.
ERIE VA MEDICAL CENTER
The Facilities Management Service (FMS) is requesting this specific Arjo brand Ceiling Lifts to maintain the continuity of care throughout the facility. Department currently stocks several expendable Arjo brand items for these specific Arjo Ceiling Lifts, specifically, straps, hand controls, and covers. If Erie were to procure another brand Ceiling Lift, our Logistics Department would have to stock additional excess expendables to maintain the different brand and model Ceiling Lifts, which would result in an additional cost to the Government. Erie VA Medical Center also has a Service Contract for track inspections (Contract number: 36C24422D0019). The requested equipment is compatible with the existing tracks.
