About this file

This document contains questions and answers related to a federal solicitation for plumbing upgrade work at a Department of Veterans Affairs medical center. The solicitation seeks a contractor to perform work including replacement of water lines, installation of new fixtures, and asbestos abatement. Bidders had several questions around clarifying scope items, confirming materials, and requesting extensions. Responses addressed questions on commissioning responsibilities, flooring replacements, window specifications, and clarified notes on drawings. The level of detail provided in the questions and answers would help contractors fully understand requirements and prepare accurate bids for the planned plumbing upgrade project at the specified VA location.

8 Is Aerocel Self Seal Elastomeric acceptable for the Domestic Cold or if it must be glued tube?

9 Regarding the caissons, there is concern about getting a crane within the courtyard area to install caissons. Given the space constraints, micropiles would be a better alternative. What are the four (4) column loads? Is there a

Geotech report? Would the VA accept an alternate deep foundation design?

4/Aug 1. Yes, micropiles are an acceptable alternate.

2. Four (4) column loads: i. N.1/4.1 = 36 kip, ii.

N/1/4.3 = 54 kip, iii. N/9/4.1 = 43 kip, iv. N.9/4.3 =

61 kip.

3. Refer to Geotech report dated 7/25/23.

4. Yes, other engineered deep foundation designs may be accepted.

11 Specs The only section for Mechanical Insulation is Section 23 07 11 - HVAC &

Boiler Plant Insulation. It does mention the exhaust duct and exterior duct but I can't find anything on interior supply or return duct. It also says that exterior duct gets metal jacketing ( 23 07 11 -13) but then there is another section where it says they want 2" thick fiberglass board with multi layer vapor barrier which could mean venture clad jacketing (23 07 11 -15).

Can the requirements be clarified?

15/Aug The specs do not call out specifically which type of insulation to use but they do call out which types you can use for exampe ASTM C553 compliant fiber glass insulation.

I don't see the conflict, the requirements want whatever you are putting outside to have metal jacketing in addition to the other requirement noted when other aspects apply.

• 01-91-00-1/01-91-00-6, BIM Modeling for commissioning .

Can it be clarified what we are to use for documents, PDF, BIM, AUTO

CAD?

15/Aug The drawing file format shall be AutoCAD.

There is known asbestos containing insulation called out on the overall plans, for example P-101.3 note 9 (not always note 9). It is anticipated that additional asbestos containing materials will be uncovered during work as well.

32 I just noticed on the Architectural Floor Plan Drawings that there is a Note 2 that states to replace Floor Covering. These rooms that are indicated do not appear on the Room Finish Schedule. Please provide additional information as to which room is to receive new flooring and what type of flooring and base should be installed.

Refer to the AD sheets for the removal and lockset function alteration. The new flooring, base, and paint walls are to match the existing room that they are part of, i.e., carpet in the existing office. The door lock function to change to storage, confirm lockset function with VA.
