About this file

This document is an amendment to a previous solicitation for Lenel OnGuard security system services. The Department of Veterans Affairs is seeking proposals for troubleshooting, repair, and replacement services for all Lenel-related devices at one of its medical centers. Offerors must submit fixed-price quotes for annual services by January 11, 2024. The incumbent contractor, Tri-M, will continue to provide warranty work on newly installed equipment during the transition period. The amendment provides answers to industry questions, clarifying that the solicitation requires lump sum pricing for labor and parts replacement over $2,500. No detailed equipment inventory is available, but the scope of work includes intelligent control panels and components connected to the Lenel system.

RFI’s and answers

1. Per the site walk-through can the Government validate that the awarded contractor will also be responsible for the other ancillary systems attached and considered as part of the Lenel system that the VA did not detail? i.e. Pharmacy IDS, Duress Button system, or any others?

Answer: Yes

2. Is the new building currently under construction planned to be turned over to maintenance under this IDIQ during its lifetime?

Answer: Yes

3. If Tri-M (incumbent security service contractor) is involved with a Video Surveillance System (VSS) phased replacement and other security system adds from construction projects, what is Tri-M’s future role if the service contract is awarded to another contractor?

Answer: Tri-M would continue to provide any contractual warranty work on newly installed equipment.

4. How would the VA manage overlapping contracts regarding warranty issues?

Answer: The COR for the Tri-M contract will oversee and develop a spreadsheet that will separate the distinct contract warranties.

5. Will more than one security contractor have access to software administration?

Answer: Yes

6. In the RFQ, does Items 0002, 1002, 2002, 3002, and 4002 include a lump sum for labor and equipment replacement, or is equipment purchased from a MRSP discount?

Answer: These CLINs are for lump sum labor. Equipment items per year would be under the repair CLINs 0003, 1003, 2003, 3003, 4003.

7. If equipment cost is required in the lump sum, the VA should include in the RFP an accurate equipment inventory including servers, UPS, ACP and IDS Controllers, power supplies, network switches, fiber modules, cameras, card readers, request to exit devices, door position switches, arm/disarm keypads, motion detectors, panic/duress alarms and any other field devices IDS panels.

Answer: The VA does not have an equipment list. The Offerors would need to reach out to Tri-M for an itemized equipment list.

8. Does the lump sum for this line item include cable?

Answer: Yes, it includes CAT6A cable.

9. Please verify that the service agreement does not include preventive maintenance for intelligent control panels downstream to the field devices.

Answer: It does include the intelligent control panels since the circuit cards within are Lenel operated and would need troubleshooting given the case that the circuit board ceases to function properly.

10. How do you manage battery testing and/or battery replacement for field power supplies?

Answer: Batteries are replaced by Facilities staff.

11. How many cameras require a lift for service?

Answer: There are 15 camera poles with 4 cameras attached to each totaling 60 cameras.

12. How many different camera manufacturers are used on campus?

Answer: 4

13. What is the approximate age of the different manufactured cameras?

Answer: Range from 1 yr to 20+ yrs.

14. Per the amendment to 36C24423Q1192 RFI Response dated 12-07-2023, the service contract is an Indefinite Delivery and Indefinite Quantity for duration of contract. An educated guess may be four requests for service per month. During the past three years how much replacement equipment was purchased by the service agreement due to failures so a bidder can gauge equipment and spare parts costs.

Answer: 4 NVRs replaced, the Server, roughly 10 exterior cameras, only a few interior cameras, approximately 25 card readers, 3 control boards, 2 workstations.

15. Can we include multiple options in our bid? Basic and full coverage?

Answer: You are required to follow the solicitation (reference quote submission section and Line Items) when submitting your bid. Provide one amount for each line item and all required documentation.

16. Is this both a FFP and an IDIQ?

Answer: This will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract in which Firm Fixed Price task orders will be issued as needed.

17. Are you just looking for labor cost for FFP and material costs as the IDIQ?

Answer: No. Quote submission requires a FFP for each Line Item. See answer to 16.

18. Under CLIN 0002 for “troubleshooting all Lenel related devices”:

0. Do you mean any and all systems that report into Lenel?

Answer: Yes

b. Please provide a list of these systems.

Answer: The VA does not have an equipment list. The Offerors would need to reach out to Tri-M for an itemized equipment list.

c. Troubleshooting means identifying the problem correct?

Answer: CLINs 0002, 1002, 2002, 3002, and 4002 are for troubleshooting.

d. Repair of the problem occurs under CLIN 0003 correct?

Answer: CLIN 0003, 1003, 2003, 3003, 4003 is an Hourly Rate for Emergency Services, non-emergency repairs and parts replacement above $2,500.00, in accordance with Statement of Work
