About this file
This amendment to a solicitation provides additional details for an opportunity to install exterior card readers at the Coatesville VA Medical Center. The scope of work involves installing card readers at building entrances across the medical center campus. Interested offerors must RSVP for an optional site visit by May 19th and submit offers by the extended deadline of May 31st. The amendment addresses questions from potential bidders to clarify specifics of the project, such as the type of building materials, existing security and network equipment, and service providers for related systems. Additional questions cover needs such as conduit, penetrations between areas, and availability of power outlets.

Q&A
1. Will a site visit be conducted for solicitation 36C24423Q0819? A site visit will be offered Monday, May 22nd 9 AM. Interested parties must RSVP with contracting by Friday 5/19 4:00PM EST. This will be the only site visit offered and is the last offering for Q&A for this requirement.
2. Could you assist with providing the dongle ID for the current Lenel system? 145506
3. What version is the current Lenel software? OnGuard 7.4.457
4. How many firewalls will we need to be penetrated to accomplish this project? Assume average of 3 per door on basement floors, 4 per door for 1st floor doors, 5 per door for 2nd floor doors, 6 per door for 3rd floor doors. It is all going to depend on the location of the door in relation to the IT closet. You will need one from the door into the hallway, one smoke barrier wall if not two, and one into the IT closet. Then you’ll need ones through floors if they are above the IT closet level. But you can reduce number of penetrations by doing one larger one into the IT closet that all cabling runs through. You can also reutilize existing sleeves if there is room, but that would all be determined at the time of installation as availability is constantly changing. I cannot give an exact availability of existing penetrations at this time.
5. How much conduit estimated to be needed? This is all going to depend on how the contractor installs the card readers and their comfort level of drilling through brick/block. We want the wiring secured inside the wall as much as possible. I would estimate at least 5 feet per door and then additional sleeves for each IT closet to run cabling through one penetration instead of multiple.
6. In what areas will conduit be needed? Any area where the cabling is not able to be hidden inside the wall or door frame. Also recommend having a sleeve for the cabling to go into the IT closet to reduce number of penetrations.
7. Are there areas with hard ceilings where cable will be installed? If so, in which areas?
Yes, Bldg 59 1st floor but there are access panels that can be utilized. Stairwells have hard ceilings but we are anticipating you running the cable from the stairwell into the hallway which is drop ceiling.
8. What is the structure around each of these doors? Ex., drywall, block, etc.. All exterior doors are going to be brick. All interior doors assume block.
9. Are any of the door frames filled with concrete? Assume all are filled with concrete.
10. Are there areas that have IRCA requirements? If so, what areas are those and levels?
I’m assuming the contractor meant ICRA. There will be a pre-construction risk assessment form filled out and approved by our safety department before the start of the project. From past experience, no ICRA barriers were needed. The contractor just had to clean up the dust they created before moving on to the next area.
11. If there are areas where we would need to provide additional utilities for (i.e., electrical outlets) can a list of those areas be provided? The SOW asks that if there are additional utilities needed, the contractor is to provide a listing of additional utilities to Coatesville VAMC that need to be installed at the start of the project for approval. Additional utilities are all going to depend on your proposed installation plan, whether you will be hard wiring the panels or utilizing outlets. The contractor will need to determine what is needed utilities wise.
12. Who is the current automatic door company servicing the facility and what is their contact info? Stanley Access Technologies

13. Is the current Lenel system connected to the fire alarm system? Only in Bldg 2 and
4. All other buildings are not currently connected to the fire alarm system
14. Who is your current fire alarm service company? ADT
15. What type of fire alarm system is currently installed? Fireworks
16. The documentation states that “The contractor shall then run cat 6 cabling from the 4 port, POE switch to an open port on the existing switches in each IT closet”. What is/are the model(s) of the current facility switches and will there be ports available on these switches? IFS brand ES xx model. Depending on closet the size is different anywhere from 8 to 48 port. Yes, one port is available on each existing switch.
17. Would you be able to provide the system/dongle id number to the existing Lenel onguard system at the medical center? 145506
