VENDOR QUESTIONS AND ANSWERS
1. Under the Description, Section I. Quote Submission Instruction, Subsection C. Section II Technical it is requested that the Prime Contractor provide at least three examples of similar projects in scope and scale. We are proposing to complete the work as a Team with named partners that we have worked with previously. May we submit past performance examples from each of the named Teaming partners?
This solicitation requirement is to show the prime contractors experience in providing the services needed. The prime should list projects they have completed that are similar in scope and scale. The solicitation states under quote submission instructions section C. “The narratives shall include a detailed description of the work completed, to include coordination with any subcontractors and/or suppliers”
2. Under the Description, Section I. Quote Submission Instruction, Subsection C. Section II Technical it is requested to provide at least three examples of similar projects in scope and scale. The RFQ does not include a definition of “similar” as we have seen in other solicitations. Is it appropriate to presume that “experience delivering full service environmental support for petroleum, oil, and lubricant (POL) storage and distribution systems to federal customers” as a definition for “similar” as relating to this offering?
“Similar” projects would refer to the services being requested in the SOW, to include fuel polishing, and fuel tank maintenance.
3. Per Section 5.1.1.1 it states that all eight (8) storage tanks contain heating Oil #2 ultra-low sulfur dyed red. The RFQ further states in Section 5.1.2 that the tanks are for emergency diesel generators, boilers and off-road equipment. Heating oil is not typically dyed red; only off-road diesel is dyed red. Sections 5.1.1.3 through 5.1.1.7 then appear to detail what each tank contains, however it contradicts Section 5.1.1.1. Can you please clarify which tanks contain which fuel? Updated 5.1.1.1 to specifically state that 4 underground tanks are heating oil and 1 underground and 3 above ground tanks are diesel fuel.
4. As Section 5.1.1.1 through Section 5.1.1.7 seems to indicate that there is actually heating oil in some tanks and off-road diesel in the remaining, please clarify the statement in Section 5.2.1.6 which states that all tanks are to be graded per ASTM D-975. ASTM D-975 is specifically for commercial diesel, and ASTM D-396 is specifically for heating oil. Please confirm which is correct or if both are required depending on what each tank contains. Updated 5.2.1.6 with
“Contractor shall provide a written report to the COR/Government POC of condition of the fuel in each tank graded by ASTM D-975 for the 4 tanks with diesel fuel and ASTM
D-396 for the four tanks with heating oil.” Also updated 5.2.1.6.1 to include ASTM D-396.
5. Per both ASTM D-975 and ASTM D-396, a list of thirteen (13) analysis is required for grading.
However, in our experience, the analytical list required to grade fuel for treatment events does not require the entire list and analysis should be limited (e.g., D6304 and D6217). Can you please confirm the Government expected list of analysis to be run for each of the tanks pre-treatment and post-treatment grading requirements? I reviewed the requirements of TJC EC.02.05.07 EP 8 and it lists “Fuel quality test to ASTM standards. I am unable to find anything in writing to reduce the list of thirteen down so I would have to go with the full 13 analysis.
