Questions and Responses Retro-Commissioning Mechanical Corrections Request for Proposal 36C24421R0005 Date of Responses – 12/02/2020
Question #1 Please confirm that the General Contractor does not need to hire an Engineer – this project is strictly bid from the Scope of Work, Drawings and Specifications.
Response: This is a Design-Bid-Build project. The General Contractor / subcontractors are required to provide an engineer for certain items that are delegated in the specifications which required stamped drawings /calculations, i.e. sprinkler systems, building truss/wall member systems, etc.
Question #2 Is this project considered tax exempt?
Response: No. Contractor must pay all taxes
Question #3 Please provide a site plan showing the location of the General Contractor lay-down area Response: The lay-down area will be provided to the awarded contractor.
Question #4 Will lay-down area be adjacent to a current building and will temporary power be made available for our use?
Response: The lay down area will likely be in a field near an inaccessible building. The contractor will be able to hook up to a panel within around 150’ for temporary power. The hook up will be done by the contractor and at the contractor’s expense and must meet National Electric code requirements. There will not be any metering or consumption charge for electricity usage. In the actual work areas, the contractor may hook up temporary power, but must meet all standards for code compliance and our requirements for shutdowns.
Question #5 Can the site superintendent also act as the SSHO?
Response: No. While the superintendent is certainly responsible for safety and quality control on site, having them as the sole individual responsible for these programs is an extremely poor practice that tends to result in failures in the safety and QA/QC programs. We do not require the SSHO and QA/QC to be on site full time the way that we require the superintendent to be there, but we require them to be on site enough to be effective.
Question #6 Can the site superintendent also act as the QA/QC?
Response: No. While the superintendent is certainly responsible for safety and quality control on site, having them as the sole individual responsible for these programs is an extremely poor practice that tends to result in failures in the safety and QA/QC programs. We do not require the SSHO and QA/QC to be on site full time the way that we require the superintendent to be there, but we require them to be on site enough to be effective.
Question #7 Can the site superintendent also act as the SSHO and QA/QC?
Response: No. While the superintendent is certainly responsible for safety and quality control on site, having them as the sole individual responsible for these programs is an extremely poor practice that tends to result in failures in the safety and QA/QC programs. We do not require the SSHO and QA/QC to be on site full time the way that we require the superintendent to be there, but we require them to be on site enough to be effective.
Question #8 Can the area where crane lift is required be shown so that we can determine if and what type of repairs will be required?
Response: Refer to question 16. Only ERU-1-22 replacement requires crane.
Question #9 Commissioning is by the VA with coordination by GC/HVAC contractor? Provide confirmation.
Response: No. The contractor shall be responsible for hiring a subcontractor that is not involved in any other part of the project, as a commissioning agent.
Question #10 Will the Architect Engineer be acting as the commissioning team or will the VA be hiring a commissioning agent?
Response: No. The contractor shall be responsible for hiring a subcontractor that is not involved in any other part of the project, as a commissioning agent.

Being that there are multiple sizes of piping to be both abated and insulated. Can a specific pipe size or sizes be provided for pricing? Provide specific piping sizes.
Response: Contractor to provide breakdown pricing for each pipe sizes: 2 inch through 8 inch.
Question #12 Is there a specific order of existing units to be replaced?
