Project #693-20-109 Replace Underground Storage Tanks AMENDMENT No. 3 MODIFICATIONS, ADDITIONS & CLARIFICATIONS TO THE CONTRACT SOLICITATION DOCUMENTS:
1. General Items:
· Buildings to the east and south of the tank locations are typical building foundation walls and floor slabs, no basements.
· “PROJECT SITE PHOTOGRAPHS” were provided for reference only.
2. Specifications Section 02 65 00, Page 5, Paragraph 3.4.A.3: The “2021 Fuel Reports – Wilkes Barre VA Medical Center – Tanks 1 through 4” were provided as supplemental information for this specification requirement.
3. Drawing E-101, SHEET KEY NOTE 1: Revise Note 1 to read: CONTRACTOR IS TO FIELD VERIFY THE EXISTING TANK LEAK DETECTION, ALARM AND MONITORING SYSTEM IS IN WORKING ORDER PRIOR TO START OF WORK. THE EXISTING SYSTEM MONITORS THE FOUR EXISTING UST’s BEING REPLACED BY THIS WORK AND ONE EXISTING ABOVE GROUND STORAGE TANK THAT REMAINS IN PLACE. IF FOUND TO BE NOT WORKING CONTACT COR ON HOW TO PROCEED. PROVIDE A COMPLETELY NEW LEAK DETECTION, ALARM AND MONITORING SYSTEM TO REPLACE THE EXISTING SYSTEM. DURING CONSTRUCTION OF PHASE 1 THE UST’s BEING REPLACED UNDER PHASE 2 AND THE EXISTING AST WILL BE IN USE AND MUST BE PROVIDED WITH A LEAK DETECTION, ALARM AND MONITORING SYSTEM. EXISTING CONDUITS WITHIN THE BOILER PLANT BUILDING MAY BE REUSED TO THE MOST EXTEND PRACTICAL BY THE CONTRACTOR FOR NEW WIRING ASSOCIATED WITH THE SYSTEM. ALL EXTERIOR CONDUITS SHALL BE NEW.
4. Supplemental Information for Leak Detection, Alarm and Monitoring System work: Drawing pdf titled “EXISTING LEAK DETECTION, MONITORING AND ALARM SYSTEM PLAN” was provided as supplemental information for clarification of this portion of the work. All panels, components, sensors, alarms, switches, remote alarms, wiring, etc. associated with the existing Veeder-Root TLS-350 system shall be replaced in it’s entirety with new equipment. The basis of design for the new replacement system shall be the Veeder-Root TLS-450PLUS system. The existing sensors and wiring from the existing 1500-gallon AST shall be reconnected and made operational with the new system. Existing conduits at the interior of the boiler plant building already in place as described on the attached drawing pdf can be reused to the most extent practical by the contractor.
5. The following Bid Deducts were added to the Solicitation:
Bid Deduct No. 1:
1. Specifications Section 02 65 00, Page 5, Paragraph 3.4.A.3: Provide a credit for the fuel removed to the Wilkes-Barre VAMC. Contractor is to assume a total volume of No. 2 fuel oil to be removed is 100,000 gallons.
Bid Deduct No. 2:
2. Drawing CS501, Section 2/CS501: In lieu of reinforced concrete ballasted pads for each new UST provide two (2) reinforced concrete deadman anchors for each new UST. The length of each deadman anchor shall match the length of each new UST.
