Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C244-20-AP-2686
1. Contracting Activity: Department of Veterans Affairs, VISN 4, 642 Medical Center, 3900 Woodland
Ave, Philadelphia, 19104. VAMC Sterile Processing Service – Patient Care Services
PR: 642-20-2-330-0011
Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Department of Veterans Affairs, Philadelphia VA Medical Center, has a SOLE SOURCE requirement for (4) four Medivators ENDODRY Endoscope Cabinets. The Medivator ENDODRY and Storage System are cabinets that ensure endoscopes to remain safe and dry during storage. The ENDODRY Storage and Drying system is an air supply system that compresses air from equipment provided via cable connectors. The system forces HEPA filtered air through all endoscope channels.
The goal is to make sure the endoscope remains dry and fluid-free in order eliminate residue and moisture. The intended use for the cabinets is required to replace the Inner-space endoscope cabinets. The Inner-space cabinets do not have continuous air feed through the endoscope that will ensure a dry high-level disinfected scope. This cabinet will help improve cleaning effectiveness and increases efficiency.
2. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
• ENDODRY is the only manufacture for ENDODRY Cabinets has the validation for 100% “bone dry” internal channels within an hour. Stores scope up to 31 days with no increase in microbial levels. This system delivers continuous scope air flow with double HEPA filtration. We show internal channels of the scopes are bone dry within 1 hour with a red, yellow, green visual indicator of when the scope is completely done. (external claim is 3 hours).
• ENDODRY has data that supports a 31-day storage time. Previous data from the market shows 7 days. ENDODRY has data for 30 days.
• Compatible with flexible scopes and minimizes endoscope handling and potential recontamination
• ENDODRY works hand in hand specifically with our 6 Advantage Plus Medivator machines currently on site. The cassettes and hookup blocks allow staff to handle scopes “hands free”. This mitigates risk of damage and cross contamination.

• This purchase will increase department efficiency and provide additional patient safety for safe reprocessing. The ENDODRY cabinets meet all requirements for endoscope storage in the VA Directive 1116(2) and the ANSI/AAMI ST91:2015 Flexible and semi-rigid endoscope processing in health care facilities.
• Medivator is the only manufacturer of the designed cabinets.
3. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted using GSA’s e-Library System, VETBIZ database, FPDS, ECAT, Beta.sam.gov, and posting a (RFI) Request for Information for (8) days. Request for Information revealed (2) two SDVOSB exclusive distributors.
4. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
