19106 36C24419Q1010 08-19-2019 N 541611 Department of Veterans Affairs Network Contracting Office 4 100 S. Independence Mall West Philadelphia PA 19106 Thomas A. Cossentino Contract Specialist See base solicitation.

thomas.cossentino@va.gov The purpose of this RFQ amendment is to answer vendor questions. The following information is hereby incorporated into solicitation 36C24419Q1010:

1. Vendors submitted the following questions. The government has provided a response to each question.

a. Is this contract an extension of the solicitation #36C24419Q0199 which was posted and awarded in January 2019?

The subject RFQ is for a new requirement; it is not associated with RFQ 36C24419Q0199.

b. Did your market research find that there weren’t two or more service disabled veteran owned small businesses or veteran owned small businesses capable of providing this work? If there were, then we would respectfully request this be set aside for SDVOSBs or VOSBs.

This solicitation is set aside for total small business as approved by the Office of Small and Disadvantaged Business Utilization.

c. Since this is an IDIQ, will Limitations on Subcontracting be applied at the overall IDIQ level or the task order level, if applicable since LOS doesn’t apply under $250k for total small business?

Limitations on Subcontracting applies at the total IDIQ level and the resulting task orders. As such, all contractors that submit a quote in response to this solicitation must certify their ability to meet all Limitations on Subcontracting clauses included in the solicitation.

d. Pg 9 C. Key Personnel Requirements “Consultants may not be employed by the TJC in any capacity.”

0. We are partnering with a wholly controlled, not-for-profit affiliate of The Joint Commission. Services are provided independently from TJC and in a fully confidential manner. Is this acceptable?

Partnerships and teaming arrangements are not permitted under this solicitation. Per Statement of Work section C.1 consultants may not be employed by TJC in any capacity.

e. Since questions are due 8/14 and the government will need time to review, respond and post, is it possible to postpone the current response date of 8/19 to allow government and industry time to address questions?

All questions have been addressed in this amendment, and further questions may not be submitted. The response time for solicitation 36C24419Q1010 remains 1:00 PM EDT, August 19, 2019.
