VHAPM Part 806.3 Other Than Full and Open Competition (OFOC) SOP
Attachment 2: Request for Sole Source Justification Format >SAT
DEPARTMENT OF VETERANS AFFAIRS
Justification and Approval (J&A)
For
Other Than Full and Open Competition (>SAT)
Acquisition Plan Action ID: 36C244-19-AP-3539
1. Contracting Activity: Department of Veterans Affairs, VISN 4, Coatesville VA Medical Center
542-19-4-4483-0023
2. Nature and/or Description of the Action Being Processed:
The Coatesville VA Medical Center currently uses the Lenel Security System and cameras to monitor the facility, provide controlled access, and provide emergency panic alarms. It was determined that there was a lack of adequate coverage in the underground tunnel system heavily utilized throughout campus and on the domiciliary units. This poses a patient safety issue and allows for drugs and other banned substances to be brought onto the domiciliary units. Additional cameras are needed in the tunnels and the domiciliary units in order to provide more adequate coverage and allow better monitoring of the campus by the Police Department and domiciliary units.
This request for a Brand Name Purchase of additional Axis P3225 indoor/outdoor cameras and the associated wiring and hardware for more adequate coverage of campus.
3. Description of Supplies/Services Required to Meet the Agency's Needs:
The contractors shall provide, install, and verify proper operations of all cameras and associated wiring and hardware. The cameras will be located throughout the entire campus and be located both indoors and outdoors. It will be utilized by the Police Department to monitor the campus and review footage if there is a police report filed. The cameras must be compatible with the Lenel
Security System that is currently installed throughout the entire campus.
4. Statutory Authority Permitting Other than Full and Open Competition:
( x ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy
Agency Requirements per FAR 6.302-1;
( ) (2) Unusual and Compelling Urgency per FAR 6.302-2;
( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services per FAR 6.302-3;
( ) (4) International Agreement per FAR 6.302-4
( ) (5) Authorized or Required by Statute FAR 6.302-5;
( ) (6) National Security per FAR 6.302-6;
( ) (7) Public Interest per FAR 6.302-7;
5. Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
We currently utilize the Axis P3225 MK2 cameras throughout all of the tunnels and domicilary units on campus. We also currently have the Lenel Security System installed throughout the entire campus. The Police Department utilizes the system to record the camera footage used to monitor the space, alert officers if a panic alarm is activated, and notify officers if access was forced into the space. All of the devices communicate through the main Lenel server. Therefore, the devices installed must be compatible with the Lenel server. Installing the same devices already installed throughout the campus will reduce error caused by multipole brands of products. It will also save money on parts as we will not have to stock two different manufacturer parts. The biggest cost savings will be with not having to replace the backend equipment and main Lenel server software that runs the entire system. If cameras are purchased that are not compatible with the main Lenel server software, we would have to purchase a whole new backend system, which could be hundreds of thousands of dollars in addition to the additional cameras cost. If other cameras are utilized and they are not compatible, they will not function in the Lenel system and be a waste. They would not provide the coverage we are looking for. The second backend system would need to be purchased and installed, drastically increasing the cost of this contract. The Lenel Security System is peculiar to
Lenel, but it can be purchased and installed through multiple SDVOSBs.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:
Market research for different manufacturers was not conducted as we already have the Lenel
Security System installed. To reduce cost, we are adding on to the current system instead of replacing the system we have. The Lenel devices proposed can be bought from any distributor/installer. A search of Lenel's authorized integrator list shows that there are 10 vendors within 250 miles of the facility.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and
Reasonable:
The security cameras can be purchased via Lenel authorized distirbutors therefore CO anticaptes prices will fair and reasonable.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons
Market Research Was Not Conducted:
Market research for different manufacturers was not conducted as we already have the Lenel
Security System installed. The Lenel devices proposed can be bought from any distributor/installer.
A search of Lenel's authorized integrator list shows that there are 10 vendors within 250 miles of the facility.
9. Any Other Facts Supporting the Use of Other than Full and Open Competition:
