Answers to Questions Submitted:

1. Q: The following locations Altoona, Butler and Lebanon do not currently have reusable sharps containers. Although the SOW states on Page 11 of 20 that prior to the contract we can determine supplies and containers needed, we need to know how many container locations and their corresponding sizes would be needed for those facilities before submitting our bid not after submission. Can we conduct a site survey prior to the bid submission for each of the aforementioned main locations? These locations carry very small sizes and the reusable containers are only available in 2,4,8 and 17gl. Also, this information is necessary in determining the level of effort related to the installation processes at each main facility, the amount of inventory (and overall cost) that must be purchased upfront and maintained annually as well as the number of onsite labor hours at each facility for our service technician for pricing in RMW Service 3?

A: Butler is not requesting pricing for RMW Service 2 or 3 per the attachment titled “S02 - Exhibit 2 - Price Cost Schedule_revised”. Therefore no site visit will be scheduled. Both Altoona and Lebanon are requesting pricing for RMW Services 1, 2 and 3. Site visits will be held for Altoona and Lebanon as follows:

Altoona VAMC: Thursday February 7, 2019 at 10:30 AM EST, Check in at the Police (inside the main entrance of the main hospital, Building 1). Have the Police call the POC, Rickie Smith at Ext. 7019 after checking in.

Lebanon VAMC: Friday February 8, 2019 at 10:15 AM EST, Check in with Kelly Fields, GEMS Coordinator/Industrial Hygienist, Building 99, Room 31 (a trailer across from building 19). Office: 717-272-6621 Ext. 3943

2. Q: Is it the VA’s intention to remove the reusable sharps containers from the facilities that currently have them and replace with disposables; and if not, do they need the pricing for RMW Service 1?

A. No facilities that currently have reusable sharps containers will be switching to Service 1. Please see the attachment titled “S02 - Exhibit 2 - Price Cost Schedule_revised” to see the Service options each facility wants priced out. Some facilities want pricing for Service 1, 2, and 3, others may only be requesting pricing for one Service only.

3. Q: If the VA chooses to go with disposable containers will the VA purchase them or do they want the vendors price to include these disposable containers as well?

A: The VA will purchase the disposable sharps containers for those facilities utilizing them.

4. Q: Weighing of containers in the SOW says it must be done in the presence of the COR, however trucks do not have scales on them. Also, those scales are not calibrated on a regular basis and could calculate improperly. The scales at the waste receiving facilities are stationary and calibrated on a regular basis; however, scales on the trucks are not available at this time.

A: Statement of Objectives, page 13, section m., subparagraph iii. is deleted. Each FCOR shall work with the contractor to determine the best method of verification of weights for their facility.

5. Q: Clarification on liners as we only provide for shipping not red or yellow bags for around the hospital containers.

A: The contractor is expected to provide red and yellow bag liners in addition to all other supplies required (labels, containers, tape, brackets, etc.).

6. Q: I need a bit of clarification on what the term “Reusable” means from a VAMC or CBOC perspective. Do only the sharps containers need to be reusable or are the RMW (red bag), RX and Chemo containers required to be reusable as well?

A: See attachment titled “S02 - Exhibit 4 – Medical Center and VCC History”. Sites requesting pricing for RMW Service 2 and 3 would require reusable sharps containers. Some facilities (i.e. VAPHS) require reusable red bag waste containers. This is specified in the attachment referenced above.
