The purpose of this Amendment is to address vendors' questions (see Matrix attached).
Solicitation 36C244189698 | Clean Underground Fuel Tanks | Lebanon VA Medical Center |
#
Vendor Question
Government Response
1
Could you please [provide] pics and/or drawings of the tanks so that my company may quote you the best price for the job?
The contract is for fuel cleaning, not tank cleaning, so the size of the tanks should be all that is needed to quote the project.
2A
Who will provide the biocide for the installation?
Biocide shall be provided by the contractor.
2B
Is there a specification on that biocide?
We have no specification, biocide shall be an effective antibacterial and antifungal agent that preserves the fuel.
2C
Does each treatment coincide with cleaning?
Yes
3A
Which tanks will require lab testing?
All fuel tanks require a before and after lab testing to prove work has been completed.
3B
Does this include day tanks?
Yes.
4
I’m reaching out to you to ask if you could provide any pictures of the tanks that are needing to be cleaned at the VA Hospital.
See Response to Question #1.
5
It is assumed that this project was initiated due to an existing biologics infestation of some or all the fuel tanks. Will the report [originating] this project be made available to [the offeror]?
The fuel is used for emergency back-up generators and the boiler plant when natural gas in not available (boiler plant placed on divert). For this reason the fuel has a very low turnover rate, which subjects it to water and foreign debris, thus the reason for the cleaning and biocide.
6
Our cleaning process utilizes a fuel purification skid that takes a suction of the tank being service via a suction drop tube, filters the fuel through a series of bag filters and water separators, and returns the fuel to the tank via a high velocity wand that is used to agitate any build-ups on the tank interior surfaces. A biocide added to the tank at the start of the purification process so that any active bacteria and microorganisms are killed and their organic debris is filtered out. Each tank is maintained on circulation with the purification skid until a satisfactory result is achieved both in terms of clean bag filter checks, water content titrations, and suspended solids concentrations. To properly plan for this project, we will need an approximation of the total amount of fuel we will be purifying so we can ensure we have sufficient biocide on hand. The total capacity of the listed tanks is 108,550-gallons, however, tanks are never filled completely. We are assuming a total on hand volume of 86,840-gallons (80% of total capacity). If this assumption is incorrect, please advise.
The VA maintains a level between 80% and 90% in all fuel tanks.
7
Since these tanks, and especially the day tanks, are associated with mission critical systems and cannot be taken out of service, we are assuming we will be cleaning the tanks with them online. Please confirm that this assumption is correct and that sufficient tank openings exist that allow installing our suction and cleaning drop tubes while not disconnecting active fuel lines. This is most critical for the day tanks.
The tanks will remain active during the fuel cleaning process. The tanks have been cleaned previously without any issues.
8
We are assuming the sequence of tank cleaning is per the order listed in 2.1 of the SOW. Is this assumption correct?
The tanks are just listed for reference, there was no sequence consideration given. The fuel cleaning will need to be scheduled with the Lebanon VA Engineering Dept, which a sequence can be determined at that point.
9
We are assuming that CLIN 1001-4001 will include re-cleaning all tanks listed on an annual basis therefore the pricing will be that same as CLIN 001 with adjustments for inflation. Is this assumption correct?
The contract request is a base plus option years, so the same service will be provided every contract year.
10
Do any of the diesel storage tanks contain biodiesel? If so, be advised that ASTM D6217-18 has not been evaluated for use with biodiesel.
No Biodiesel
11
Is there a preferential date for performance of this project each year or is it done on the availability of the contractor?
There is no preferred date, work will need to be scheduled with the Lebanon VA Medical Center.
12
When is the anticipated award date?
Before September 30,2018.
13
When is the earliest that we could schedule to begin work activities?
Scheduling can be discussed following award.
14
Could we try to complete the first year by early November, if weather & scheduling allows?
The Lebanon VA Medical Center does not see any issues with that.
15
Does the VA want testing performed both before, and after fuel cleaning to verify & document that these activities were satisfactorily performed?
Yes.
16
From past Federal government experience, fuel tank access has been performed via a two wands (2 hose) high velocity recirculating system technique to ensure removal of all debris and adequate cleaning. Is this standard method also required for this VA hospital project?
This process has been used at the Lebanon VA Medical Center, but we do not have a standard method.
17
The requirements suggest that “cross-flow filtration” be performed, which requires a high velocity recirculating system using two separate wands (2 HOSES) be used to properly ensure effective cleaning. In the event that the small 150 gallon tanks do not have 2 access ports to enable cross-flow filtration, should we provide pricing for the installation of fuel ports, as an option? This would be a one-time fee.
This is a Firm Fixed Price Contract. Contract Line Item Numbers remain (Attachment 2). No additional/separate fees.
18
In the absence of detailed tank cleaning specifications, will all of the following routine tests be required to ensure that the fuel will perform, as needed in the event of a power outage? [These] routine ASTM national tests would be highly recommended to ensure fuel cleanliness [and] quality, and also would determine if any additives were being used, as well as their effectiveness.
STANDARD FUEL TESTS (ASTM Method) Cetane Index (D-976) Water (D-6304) Water & Sediment (D-2709) API Gravity (D-287) Distillation (D-86) Micro-Organisms (Bacteria & Fungi) Copper Corrosion (D-130) Flash Point (D93 & D-7094) Sulfur (D5453 & D-2622) Haze Rating (D-4176) The testing requirements are listed in the solicitation (Attachment 1, Paragraph 2).
19
Without specified fuel tests, the SOW would be uncertain and the quality of this fuel cleaning effort would wary greatly. Some firms doing some or none of these standard tests, could get selected and do only minimal fuel cleaning AND OR minimal testing, which would not be fair to others. Will the above Standard Fuel Tests, per the American Society of Testing & Materials (ASTM) be include in the SOW?
The testing requirements are listed in the solicitation (Attachment 1, Paragraph 2).
All quotes must be received by Tuesday, September 18, 2018 (4:30 PM ET) to be considered for award. Send to Contract Specialist Mark Murray, mark.murray4@va.gov.
