Question
Answer
1
If contractors can normally accomplish testing on one trip and tuning on one trip, will the VA allow this versus the four (4) trip specified in the Scope of Work?
Testing and tuning may be done at the same time. However, each Safety device testing, and each burner tuning must be 6 months apart.
2
2.4 states “inspection”, but this is the only mention in the solicitation. Is this contract to include inspections? If so, what type (visual, internal/external, etc.) and what boiler plant equipment?
“Inspections” was used as an all inclusive phrase meaning any work under the scope being performed on the boiler. It is not a separate action.
3
2.5.2 states all flow and level transmitters shall be flushed, ranged, zeroed and spanned. Is this actually the VA’s intent?
Flow/level transmitters are to be blown down and calibrated per manufacturers directions.
4
In order to price this, we would need a full instrument list to know the kind and type of instruments are to be calibrated.
5 – Rosemount Alphaline Model 1151 differential pressure flow transmitters.

1 – Setra Model 230 differential pressure level transducer.

All manufacturer’s literature is available on site.

5
Are all instruments HART protocol?
Yes
6
If they aren’t HART, what field calibration method is the be used?
N/A
7
2.6.4 states emergency repairs but doesn’t give specific. We have never quoted emergency repairs for boiler tuning and safety device testing. These group that does testing aren’t technicians and don’t offer on call services or emergency repair. If this is part of the bid, we will have to no bid due unless the VA decides to handle this another method. Please advise if this should be part of the bid.
The referenced section is simply asking for hourly rates, and instructing on estimate and invoicing procedures in the event we would desire repairs to be made since this is a contract for Boiler Service. having non-technicians perform this service is against VHA Directive 1810.
8
What specific repairs is the VA expecting to be covered by the Scope of Work mentioned in 2.6.4?
Same as 7
9
Will certified VOSB receive consideration
Please refer to section 8127(i) of Title 38, United States Code.
