About this file

This is an amendment (Modification 2) to a Request for Quotation for boiler rental services. The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 2 is seeking a temporary boiler rental through the Network Contracting Office in Buffalo, NY (zip code 14215). The solicitation number is 36C24227Q0042, with a response deadline of October 21, 2026 at 2:00 PM Eastern Time. The amendment removes two small business set-aside clauses (52.219-6 and 52.219-14), indicating this is no longer a small business set-aside opportunity. A mandatory site visit has been scheduled for Monday, October 19, 2026 at 10:00 AM at VA Hudson Valley Healthcare System Montrose Campus, Franklin Delano Roosevelt Hospital, located at 2094 Albany Post Road, Montrose, NY 10548.

The acquisition requires an 800 horsepower fire-tube boiler rental with maintenance and repair services for the VA Franklin Delano Roosevelt Hospital at the Montrose Campus. The boiler must be installed by November 1, 2026 and ready for service by December 1, 2026, positioned on the east side of the plant near Building 24. Key technical specifications include a historical peak steam load of 120,000 lb./hr., 95 PSI operating pressure, and compliance with the VHA Safety Device and Testing Manual including a 9 PPM NOx emissions requirement (though a 30 PPM unit is acceptable as a temporary solution). The Government will furnish fuel; the vendor must provide the boiler, installation, and all necessary connections. Air emissions permits are the VA's responsibility. The amendment also includes twelve questions and answers addressing technical clarifications regarding boiler specifications, emissions compliance, fuel responsibility, installation timeline, and equipment placement.

Answers to questions submitted:

Q1: What is the observed historical peak steam load of the facility?

A1: 120,000 lb./hr.

Q2: Will the Montrose VAMC waive the requirements of the VHA Safety Device and Testing Manual?

A2: No.

Q3: Air permits for emissions are the responsibility of the entity operating/generating the emission, not the owner of the equipment. Please clarify.

A3: VA only, not the vendor.

Q4: Will the VA change the 9PPM NOx requirement to 30 PPM?

A4: No.

Q5: Please clarify the size of the Boiler.

A5: 800 HP

Q6: Will fuel for the rental boiler be furnished by the Government of the Contractor?

A6: Government

Q7: Confirm intended placement and connection routing if boiler placement is on the south end but connections are at the north end?

A7: East side of the plant (end near Boiler 1 – near Building 24 hazmat storage area)

Q8: What is the required installation and ready for service date?

A8: Installation 11/1/2026. Ready for service 12/1/2026.

Q9. Is a rental unit rated at about 30ppm NOx on natural gas acceptable for the temporary heating period, given that it is a temporary rental operating under the facility’s existing permit?

A9. Yes

Q10. If 9 ppm NOx is mandatory, will the Government accept a unit fitted with flue gas recirculation (FGR) or selective catalytic reduction (SCR) to meet it, and will any additional time be allowed for delivery?

A10. The most important factor is that the vendor make the delivery date, so the 9-ppm cis is not a deal breaker.

Q11. The requirement lists a 95 PSIG operating pressure but also references 35,000 lb./hr. at 212° F and a 15 PSIG code. What operating pressure should the rental boiler be size for?

A11. 95 PSI is sufficient.

Q12. Can a portable day tank with a capacity of 10,000 gallons be placed next to the portable boiler in lieu of installing a return line several hundred feet across to the opposite end of the boiler plant?

A12. No.
