Questions and Answers
Steam Line Repair Project (561A4-26-509)
Why specific tasks list 8" PRV 8" strainer, and 8" pipe but the material lists all specify 4" strainer 4" pipe, and 4" PRV etc. We need clarification.
- High pressure steam supply is 4” diameter. The strainer and regulator are also 4”. The steam regulator has an incoming pressure of 100# and reduces to our medium pressure set at 25# . No information tag for the amount of gallons. I have the dimensions of the condensate tank currently installed. 37” x 37” x 22.5H” with 2 front mounted discharge pumps 1.5 hp ,3500 rpm, 230/460 .
Project schedule will be affected by the lead time of equipment and material, will the project completion date get extended?
Yes, the project completion date can be extended to reflect the lead time of the equipment.
Will all of the demo material be disposed of by contractor or dropped at government location? If dropped at government location would that location be on campus?
All material removal is the contractor’s responsibility. No on-site disposal.
Will the government be providing a submittal register that we are to follow? Please provide an example of one?
No submittal will be needed, just the list of materials submitted by the GC
Can material be stored out in the courtyard? Can fabrication happen in courtyard.
Yes, the material can be stored in a safe place on campus and fabrication can occur int the courtyard (circle 2, building 53).
Can a dumpster be placed in courtyard or where will a laydown area for this project be?
The laydown area of this project can be in the courtyard (circle 2, building 53).
Will there be specifications for new gaskets, bolts and nuts used in the new installation?
Must not use 307A Bolts. We follow manufacturers specs for nuts and bolts
The SOW states Specific tasks: include demolishing and removing the existing steam condensate tank, pumps, and controls; furnishing and installing a new steam condensate tank and pumps, pump controls and control panel, 8-inch steam PRV, 8-inch steam strainer, and 8-inch Schedule 40 black steel piping; providing and installing all required valves.
The material list then states:
- 2 - OS&Y Valves - 4" 8 bolt 300#
- 4" strainer 8 bolt 300#
- 4" Steam PRV rated to reduce steam pressure from 1 00psi to medium pressure 25 psi
- Sensing line to be installed new for the replacement regulator
- Approximately 24' of 4" sch 80 pipe
- All new gaskets and bolts used for all flanges
- All pipe and fittings/nipples must be sch 80
Is there 8” valves and schedule 40pipe to be changed somewhere on this project?
Please confirm the size of the valves and schedule of pipe to be used.
- We are requesting clarification regarding a discrepancy identified in the project documents.
In the Specific Tasks section, the scope references installation of:
8" steam PRV
8" steam strainer
8" schedule 40 black steel piping
However, in the Material Lists, the components are identified as:
4" strainer
4" piping
4" PRV
Due to this inconsistency, we are unable to determine the correct sizing requirements for pricing and procurement.
Please confirm the correct sizes for the steam PRV, strainer, and associated piping to be included in the contractor’s scope.
- We just wanted to verify if the lines for the condensate tank is 4in with 4in strainer and the amount of gallons in the condensate tank.
o High pressure steam supply is 4” diameter.
- I reviewed the recent amendment for this solicitation and noticed it lists the proposal due date as April 20, 2026. However, SAM.gov currently reflects a due date of May 5, 2026. Could you please clarify which date is correct when you have a moment?
o The Correct Bid Due date is May 5th 2026 @ 11AM EST.
- Shut down hours to replace both os&y valves? Should this be priced out on premium time? Realistically how long can that main be down?
o This is the main steam for the building. A shutdown affects the heat and hot water. The Maximum would be 12 hours with approval from Executive Leadership Team.
- Please confirm that the only work required on the high-pressure steam main is replacement of piping between the OS&Y valves, including the OS&Y valves.
Clarification is requested due to conflicting information observed during the walkthrough and material list provided.
o Replacement of piping between the OS&Y valves, including the OS&Y valves on the High to med pressure reducing line. This is to include all pipe strainers, high to med pressure reducing regulator(100# - 25#), flanges, gaskets, all hardware.
- During walkthrough we did not see a pressure gauge on the medium pressure side of the PRV. Should it be included?
o Yes, please include
- SOW says roughly 10’ of venting should be replaced. Is this including overflow piping as well or is the following acceptable: Remove and replace all piping below union to include replacement of union.
o Remove and replace all piping below union to include replacement of union.
- The SOW requires completion within 30 days of NTP. Please confirm whether this duration will be adjusted to account for procurement lead times of major equipment (PRV, condensate tank), which may be up to 60 days, or if these items are expected to be procured and on-site prior to NTP.
Yes, this duration will be adjusted to account for procurement lead times of major equipment (PRV, condensate tank)
- Please provide insulation specifications including thickness, material type, and jacketing requirements (ASJ, aluminum, etc.). Also confirm whether valves, flanges, and specialties are to be insulated and jacketed.
o Yes. All the steam line work should be insulated and Jackets on valves, strainer, regulator etc.
