Evaluation Scoring

Evaluation factors 1, 2, 3, 4, 5, 7, 8 and 9 will be evaluated using the following adjectival ratings as follows:

Outstanding: Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.

Good: Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.

Acceptable: Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is moderate.

Marginal: Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.

Unacceptable: Proposal does not meet requirements and contains one or more deficiencies. Proposal is not awardable. The firm’s proposal demonstrates a misunderstanding of the requirement, and the approach fails to meet performance standards. The firm’s proposal has major omissions and inadequate details to assure evaluators that the offeror has an understanding of requirement.

The ratings identified below were used in the evaluation of Past Performance (Criterion 6):

Substantial Confidence: Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort. No doubt exists based on the offeror’s past performance that they can satisfy the requirements of the contract.

Satisfactory Confidence: Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort. Little doubt exists based on the offeror’s past performance that they could satisfy the requirements of the contract.

Unknown Confidence (Neutral): No recent/relevant performance record is available, or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

Some doubt exists based on past performance that they could satisfy the terms and conditions of the contract.

No Confidence: Based on the offeror’s recent/relevant performance record, the Government has little expectations that the offeror will be able to successfully perform the required effort. Significant doubt exists based on the offeror’s past performance that they can satisfy the requirements of the contract.

SCOPE OF WORK

Project No. 528A5-24-509

Replace Primary Generator

Canandaigua, VA Medical Center, 400 Fort Hill Avenue

Canandaigua, NY 14424

General Intent:

The scope of this project is to develop design documents for replacing the existing 500 kVA, 4160V generator in Building 12. The design will include removal of the existing generator and its associated systems, and installation of a new generator along with all required support systems, including switchgear and controls that comply with current standards. The design will evaluate alternative installation locations to reduce cost and complexity. If relocation is not feasible, the design shall include provisions for temporary power during construction. A new remote annunciator panel will also be installed to provide start-up alerts for the Electric Shop, Police Department, and Fire Department—functionality that is not currently available.

As part of the design effort, the existing conditions shall be tested and verified, including evaluation of the power cables connecting the buildings, to confirm compliance with applicable codes

Existing Conditions:

The existing 500 kVA, 4160V Kato generator installed in the 1970s, has reached the end of its service life and no longer meets reliability or safety standards. Associated systems including switchgear, and controls are outdated, and the generator room contains fireproofing material requiring abatement.

The generator currently feeds buildings 4, 5, 6, 7, 8, 10, 11, 36, 37, 80, 118. Building 16 will be connected prior to this project going into construction.

A/E Scope of Services:

The design services include but not limited to:

1. Providing a full load analysis shall be conducted with discussions of site power master planning by the VA and all tasks necessary to replace the existing generator and systems with an appropriately sized unit and to meet all regulations.

2. Evaluate, document, and prepare proposal design at potential locations for the new generator. The following are proposed locations and required documentation by the VA. Alternative sites may be proposed by the AE:

a. Spaces within Building 12 or adjacent Building 13.

b. Structural feasibility, electrical integration, code compliance, and practicality.

c. Design for a temporary generator if needed to maintain power during replacement.

3. Assess the current fuel tank for adequacy; if replacement is needed, ensure proper design for relocation during the generator removal.

4. Installation of a new remote annunciator system to provide start-up alerts to:

a. Electric Shop (Building 118)

b. Police Department (Building 36)

c. Fire Department (Building 16)

5. Integrate the SCADA monitoring system with coordinate points and crossover locations in the new boiler plant.

6. Develop a detailed phasing plan.

7. Conduct asbestos and lead surveys; abate fireproofing materials per NYSCR56.

8. Provide investigative and schematic design services, construction documents, working drawings, specifications, cost estimate, shop drawing review and construction period services as required to replace the existing generator. Services will include all Site/Civil, Electrical, Mechanical or other

Engineering work associated with this project. Provide for necessary additions and relocations of all utilities to support the project and operations outside the construction area. All aspects of the design must adhere to the design manuals posted on the VA technical information library (see below).

9. Provide contract specifications utilizing as a template the VA Master Specifications available at www.cfm.va.gov/TIL/. Edited specifications are to be provided to the Canandaigua VAMC electronically by email or on ACC. All edited specifications shall be edited to be project specific and have all impertinent specs and information removed. The designer shall provide to the

VAMC a comprehensive electronic spreadsheet listing, by specification, all required submittals for the project for use as a submittal log.

10. Although all applicable VA Design Manuals must be adhered to, the VA Design Manuals that have significant importance to this design effort include:

▪ HVAC Design Manual

▪ Plumbing Design Manual

▪ Electrical Design Manual

▪ Physical Security and Resiliency Design Manual

▪ Site Design Manual

11. The A/E shall review and include any/all applicable standards and codes, including, but not limited to applicable NFPA standards, NEC, JCAHO, OSHA, ANSI, ASHRAE, and any other codes

12. The A/E will make site visits as required to determine existing as-built conditions affecting this project. Note: Information including drawings and other documentation provided to the A/E is used as reference only. A/E shall field verify every aspect that relates to the project.

13. Attend design review meetings and make all necessary site visits during design to gather information necessary from the existing sites, building plans, utility plans, etc. to provide a complete assessment of the proposed work. This should include an identified number of visits included in the proposal. The VA shall provide access to hardcopy files of existing drawings, and http://www.cfm.va.gov/TIL/ the AE shall conduct all searches of these files for any required reference materials to support design efforts.

14. A/E shall include comprehensive design to and shall itself take all measures for safety & infection control necessary for protecting existing equipment and property in affected areas of survey and work against dust and debris, so that equipment and affected areas to be used in the Medical

Centers operations will not be hindered.

15. The invoices and payments will be based on the percentage of the project's actual design progress only upon acceptance of the deliverables.

16. Meeting/Conference all formal meetings and conferences held with the VA, including weekly construction meetings. Meeting minutes shall be submitted within seven (7) calendar days of the meeting or conference. The VA will provide the meeting minutes form.
