About this file

This is a Statement of Work (SOW) for architectural and engineering (A/E) design services related to Project No. 528A5-26-505, which involves upgrading sprinkler and flush dry systems at the Canandaigua VAMC in Bath, New York. The project encompasses design of a complete replacement of existing dry sprinkler systems in seven buildings, along with construction monitoring and project closeout services. The facility is located at 400 Fort Hill Avenue, Canandaigua, NY 14424, and the affected buildings include administrative offices, auditorium, EVS/HSPC offices, pharmacy, inpatient care facilities, call center, and OIT offices. All existing dry sprinkler equipment from basements to attics must be replaced, including risers, sprinkler heads, pipe sizing and routing, drainage systems, low point drains, dry pipe valve assemblies, air compressors, and associated equipment, with integration and testing of existing sprinkler and fire alarm systems.

The A/E services are structured across multiple design phases with completion required within 180 days from contract award. Design phases include Conceptual (0%-10%), Design Development (35%), Mid-Design (65%), Pre Final Design (90%), and Final Design (100%), with formal gate review meetings at each milestone. Required personnel include a Certified and Registered Fire Design Professional with expertise in New York State and Federal standards and early 20th-century building systems, and a Certified and Registered Architect familiar with New York historical preservation and patient care environments. Deliverables include complete design packages, AutoCAD drawings, specifications, construction cost estimates, asbestos and hazardous material surveys, constructability and phasing plans, Quality Assurance Surveillance Plans, and Work Breakdown Structure documentation. During construction, the A/E must provide minimum bi-annual on-site inspections per building/system, shop drawing review, RFI responses, commissioning support, and monthly "as-built" documentation. Post-completion deliverables include record documentation sets with contractor modifications and RFI data within three months, and a final after-project report within 90 days. All work must comply with VA Design Manuals, International Building Code 2003, NFPA standards, and utilize the Autodesk Construction Cloud (ACC) Build platform as the official project repository, with no additional costs to the government.

A/E STATEMENT OF WORK

PROJECT NO. 528A5-26-505 UPGRADE SPRINKLERS AND FLUSH DRY SYSTEMS

STATEMENT OF WORK 1 OF 15

This project is to provide architectural and Engineering design service to design the complete replacement of the existing dry sprinkler system and provide construction monitoring, and project closeout services for demolition and replacement of current dry sprinklers in many of the buildings in

Bath, station of the VA Finger Lakes Health Care system.

Overall project will consist of the design effort for existing dry system replacement. In addition to providing A/E service during the construction service period until the closeout of the construction phase.

Design will incorporate all existing dry system components and associated equipment, interfacing with existing sprinkler and fire alarm control system.

Planning will encompass all aspects of a construction project from mobilization, through demolition and installation, and into demobilization and project closeout. Will include during design cycle decision points on riser replacements in patient rooms, historical areas, and maintenance and inspection access.

The design will be completed in such a manner that the estimated construction cost is within the VA budget.

All concepts and implementation(s) will follow but are not limited to Veterans Administration (VA)

Guides and Specifications, Project Specifications.

2 EXISTING CONDITIONS

As part of several VA audits, and VA Finger Lakes Health Care System maintenance records, the dry sprinkler systems have been found to be aged, and in need of updates for maintenance and code compliance. All the buildings are or older than 50 years old, and have multiple issues such as leaks, compressor failures, compliance and code issues, pitching problems and the absence of low point drains.

Some of the system components are not easily accessible for inspections and maintenance. Most of the buildings are early twentieth century brick and plaster with many updates and improvements. The fire alarm systems range in age from 10 – 30+ years in age, some require updates per VA policy.

All parts of the dry systems are to be replaced from basements to attics. Risers to be replaced. This includes but not limited to sprinkler heads and their layout, pipe sizes and routing, drainage systems, low point drains, with proper pitch and accessibility, dry pipe valve assemblies, air compressors, all associated equipment located throughout buildings, all riser sprinkler system, associated systems, trim kit/components, all dry system piping, trim kits/components, and integration, testing, and commissioning with the existing sprinkler and fire alarm systems

All dry sprinkler equipment to be replaced unless instructed otherwise by the VA
