About this file
This is an Amendment to a Previous Combined Solicitation for a Department of Veterans Affairs project to upgrade HVAC and bathroom B-12 at the VHA New Jersey Healthcare System Lyons Campus. The solicitation (Number 36C24226R0026) is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBC), with proposals due on January 29, 2026, at 12:00 pm EST. The amendment provides responses to Request for Information (RFI) queries, addressing detailed technical questions about the project, including bathroom renovation scope, construction phasing, work coordination with the fire house occupants, and specific installation requirements.
Key project details include a full interior bathroom renovation involving demolition of existing fixtures, reconfiguration of the space with ADA-compliant fixtures, and coordination of work around an operational fire house. The project requires careful planning for access, dust control, and temporary relocation of fire department operations during construction. Contractors are advised that specific technical details such as CMU wall preparation, scaffold placement, and product substitutions (like closed-cell foam shower systems) will require review and approval from the Contracting Officer's Representative (COR) and the architectural/engineering team. The project is part of a 24-week construction plan at the Lyons Campus in New Jersey.

1. Is the existing bathroom getting a full remodel or just updated fixtures?
AD‑101 and AS‑401 shows demolition of existing fixtures and interior finishes in the bathroom area, including removal of existing plumbing fixtures and portions of partitions/ceilings. Alos, it shows a reconfigured accessible bathroom with new partitions, finishes, and ADA‑compliant fixtures, indicating a full interior bathroom renovation, not just fixture swap‑outs.
2. Is the CMU wall filled with mortar, or should we plan on filling the top course of CMU, so we have a solid area to anchor the new wall on top of the existing wall?
Plan to fill the top course of CMU to provide a solid bearing and anchorage surface for the new wall on top of the existing wall. We are working with the A/E team to confirm the intended condition and obtain explicit direction on this detail.
3. Since the fire house will be operational, will we be able to remove the entire acoustic ceiling system at once for maximum access for HVAC work and the spray foam application or should we plan to do this in sections?
GI‑003 shows a 24‑week construction phasing plan and states that all work is subject to the owner’s occupancy schedule and must be coordinated in advance with the COR. As the project approaches the phase requiring full access, the COR will coordinate with the fire department to schedule a time when the affected areas can be vacated so work can proceed in an unoccupied space.
During this period, fire department operations will be temporarily relocated as needed to maintain service while the work is completed.
4. As the plans call for a fire-retardant spray foam on the sloped roof above the living quarters, we will need to remove the existing insulation before applying the spray foam.
This will require covering everything in the work area with plastic and proper clean up. It is recommended only workers with proper PPE be in the work area. Will a time slot be able to be coordinated with the fire house occupants?
Yes, a time slot be able to be coordinated with the fire house occupants. GI-003 (ICRA plan) requires coordination with the COR and outlines dust control and barrier/containment measures for the work area. During spray foam operations, only general contractor personnel, the COR, and designated VA staff will be allowed within the construction zone, and all will be required to wear appropriate
PPE.
5. The spray foam portion of the scope of work will require a lift/scaffold. From what we could view from the site visit it appears the area above the living quarters has a good number of obstructions that could make setting up scaffolding or using a lift difficult.
Should we factor in moving them as needed to?
Scaffolding, lift choice, and whether to factor in moving obstructions fall under contractor means and methods, subject to safety and coordination with the COR.
6. Are closed cell foam shower systems permitted?
On AS-501 the shower is shown as a generic barrier-free in-wall shower with ADA installation details; it doesn’t call out a specific closed-cell foam pan or system by name. Since the documents show a generic assembly, a closed-cell foam shower system would be considered a product substitution, so it would need to match all required dimensions and clearances and be submitted for review and approval in line with VA specs and direction from the COR and A/E team.
