About this file

This document is a Scope of Work for a Design and Engineering Services project at the Canandaigua VA Medical Center in New York. The project involves designing a new sewer system connection, including a new lift station located at the Baseball Field on County Road 4, connecting the VA gravity main to the new lift station, and connecting the lift station to the County sewer near Oliver Street. Key requirements include decommissioning the existing wastewater treatment plant (WWTP), developing a phasing plan, providing detailed electrical requirements, and conducting an asbestos and lead survey.

The project has a total budget of $3.7 million and follows VA Space Planning Specifications and VA Master specifications. The design process is broken down into multiple stages with specific deliverables and review periods, ranging from conceptual design (10%) to final design (100%). The total project completion timeline is 375 days from contract award. Additionally, the contractor must use the VISN 2 Autodesk Build Construction Management Platform for project communication and collaboration, with specific requirements for accessing and using the platform, including mandatory training for project staff within 12 calendar days of contract award.

SCOPE OF WORK

Project No. 528A5-22-507

Design Connect Force Main to County Sewer

Canandaigua, VA Medical Center, 400 Fort Hill Avenue

Canandaigua, NY 14424

The general scope of this project is to provide AE design services for Connecting the force main sewer of the VA Medical Center to County Sewer project.

The Work includes:

- Design a new lift station to be located at the Baseball Field on County Road 4 based on the design manual attached.

- Connect the VA gravity main from the manhole at the north end of Brushwood Lane to the new lift station located, bypassing the existing wastewater treatment plant (WWTP).

- Connect the new lift station to the County sewer at the tie point specified by the County near

Oliver Street.

- Provide the decommissioning of the existing wastewater treatment plant (WWTP) and outfall from existing plant, must be in accordance with all applicable DEC codes.

- Provide a clear outline of the new system and the location of the new lift station for the County's maintenance following construction.

- The design must show details of electrical requirements for the new lift station and backup generator.

- The design must show abandoning of old lines and decommissioning of old WWTP.

- Develop a phasing plan that ensures the wastewater treatment plant (WWTP) remains operational until the connection to the new lift station is completed by Ontario County. This process may necessitate considerable coordination with Ontario County, Town of Canandaigua, City of

Canandaigua, Railroad, and State jurisdictions.

- Provide a detailed asbestos and lead survey to construct an NFPA/Life Safety Code and an all-building code compliant project, if applicable.

All designs will follow, but not be limited to, VA Space Planning Specifications, in conjunction with the

VA Master specifications as outlined in VA Handbook 7610. The design will be completed in a manner that the estimated construction cost is within the VA budget of $3.7 million.

EXISTING CONDITIONS

The Canandaigua VAMC is a campus style facility with many (more than 30) buildings located on over

150 acres. Many of the facility buildings are included on the historic register, and where necessary the renovations will comply with the requirements of the NYS SHPO.

Edited specifications are to be provided to the Canandaigua VAMC electronically by email or on ACC. All edited specifications shall be edited to the specified project and have all impertinent specs and information removed. The designer shall provide to the VAMC a comprehensive electronic spreadsheet listing, by specification, all required submittals for the project for use as a submittal log. The designer shall use a submittal exchange system to be used during construction and remain active for 2 years after construction is complete.

3. Attend design review meetings and make all necessary site visits during design to gather information necessary from the existing sites, building plans, utility plans, etc. to provide a complete assessment of the proposed work. This should include an identified number of visits included in the proposal. The VA shall provide access to hardcopy files of existing drawings, and the AE shall conduct all searches of these files for any required reference materials to support design efforts.

4. Assess the intent and scope of this project and work with the Medical Center staff and Ontario
