About this file

This is a Questions and Answers document for solicitation 36C24226Q0944, addressing inquiries from potential vendors regarding lifeguard and pool maintenance services at the James J. Peters VA Medical Center. The revised proposal due date is October 20, 2026, at 12:00 PM EST, with an anticipated award date and contract start of December 1, 2026. A mandatory site visit has been scheduled for October 14, 2026, at 10:00 AM EST. The contractor must maintain $20 million in Comprehensive General Liability insurance, which is non-negotiable. Services encompass lifeguarding for up to 20-30 patients daily and comprehensive pool maintenance for a single continuous pool facility.

For lifeguarding services, the contractor will assume all staffing responsibilities with no requirement to retain existing staff, and therapists—not lifeguards—will manage patient check-in and check-out procedures. The contractor must provide emergency action plans, rescue equipment, incident reporting protocols, and comply with personnel requirements outlined in PWS section 1.5.2, including certifications, licenses, background checks, and medical clearances. For pool maintenance, the contractor is responsible for supplying all chemicals, equipment, and maintenance materials except for a pool cleaning robot provided by the VA; maintenance access is available at any time with unrestricted Friday access since the pool is not scheduled for patient use that day. The price schedule is pre-established and will not be adjusted. The solicitation is set aside for small business concerns and incorporates FAR provisions and clauses by reference through www.acquisition.gov.
