About this file

This document is an amendment to a combined solicitation/request for quotation addressing questions and answers from vendors following a site visit for inspection services.

The Department of Veterans Affairs Network Contracting Office is seeking quotations for preventive maintenance, inspection, and reporting services for laundry/garbage chute systems and annual smoke/fire barrier and door inspections at Batavia VA Medical Center and Buffalo VA Medical Center over a 12-month base period plus four option years. The solicitation is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) under NAICS code 541350 (Building Inspection Services) with a small business size standard of $11.5 million, and uses Product Service Code H156. The solicitation closing date is October 2, 2026, at 2:00 PM ET, with responses submitted to Contract Specialist Yasmin Moses at Yasmin.Moses@va.gov. The amendment clarifies vendor questions regarding approved inspection software (subject to VA review), material lead times, inspection scheduling (contractors must follow the provided schedule with corrective work requiring contract modifications), life-safety documentation (only three documents from site visit required), floor-by-floor inspection schedules (rotating monthly), specific door and barrier inventory locations and quantities across multiple buildings at both facilities, chute system equipment information (Wilkinson systems with facility-provided parts), previous inspection reports (available post-award), and security/escort requirements (none—the Contracting Officer's Representative will escort vendors). The contracting office is located at the James J. Peters VA Medical Center in Bronx, New York.

DESCRIPTION

This amendment is issued to address questions submitted by vendors following the site visit.

Question 1- May we utilize an approved inspection and reporting standard software program to capture photos and track items?

Answer- The Facility would need to review the program and final report that is generated for each of the inspections before we can give acceptance to this request.

Question 2- What is the expected lead time for materials that will be provided by the VA for corrective work?

Answer- We have a large stock of items to make needed repairs. However, repairs would not be able to be made until the contract is modified, so if additional material was needed it would be ordered and on hand when repairs are scheduled.

Question 3- May we inspect 2 floors per monthly visit at Buffalo to have sufficient time to make repairs or corrective work if needed?

Answer- The successful bidder will need to follow the schedule provided in the solicitation. Corrective work would require a contract modification so that work would not be able to be accomplished immediately and would require a return visit.

Question 4- The most recent life-safety drawings will be made available upon award. Please clarify whether a copy will be posted for use during the bidding process.

Answer- Other than the three documents shared during the site visit and attached to this amendment, no additional life-safety documents are required to complete the bidding process.

Question 5- The PWS states that Buffalo VAMC barrier and door inspections are performed by floor according to an existing monthly schedule. Could the Government please provide the current floor-by-floor inspection schedule?

Answer- Each month is a different floor; sub-basement, basement, and 13th floor are done in January, first floor is done in February etc.

Question 6- Could the Government provide the current door/barrier inventory or location schedule identifying the specific fire doors, smoke doors, fire barriers, and smoke barriers included in the stated quantities at each facility?

Answer- Please refer to Section 6, Site Specifics in the PWS:

Answer- They are older Wilkinson chute systems, the control system custom to the facility, we will be providing all parts.

Question 8- Are previous inspection reports or known outstanding deficiencies available for review to help establish the existing condition of the systems?

Answer- Those will be available post-award if needed, the current condition of the system does not matter as this contract only covers inspection and reporting the deficiencies. Repairs will be handled separately and likely performed in-house.

Question 9- Please advise of any security, visitor registration, badging, background-check, or escort requirements that must be completed in advance of the site visit.

Answer- No, as the COR will be escorting them the entire time.

Questions regarding this solicitation has now been closed.

The solicitation will close on Friday, October 02, 2026, at 2:00pm ET.
