About this file

This is a Special Notice of Intent to Award a Sole Source Contract from the Department of Veterans Affairs Network Contracting Office 2 (NCO 2) to Siemens Medical Solutions USA, Inc. The contracting office is located in Buffalo, NY (ZIP 14215), with the point of contact being Kimberly Wiatrowski (Kimberly.wiatrowski@va.gov). The solicitation number is 36C24226Q0589, with responses due by May 11, 2026 at 10:00 am Eastern Time. The New York Harbor VA Medical Center (423 E. 23rd Street, New York, NY 10010) requires repair and preventative maintenance services for two Siemens Artis Q Ceiling systems and their associated UPS equipment. The contract period runs from August 14, 2026 through August 13, 2027, with four optional one-year renewal periods available.

The contractor must provide all necessary labor, equipment, tools, materials, repair services, software updates, certified OEM parts, and on-site maintenance services for the high-tech medical equipment. Siemens Medical Solutions is identified as the sole provider due to proprietary patents, copyrights, and exclusive access to remote system maintenance and certified parts that meet original equipment manufacturer specifications. Only Siemens-trained and OEM-certified technicians are authorized to perform work on this equipment. While this is not a competitive solicitation, other firms may submit written evidence of their capability to meet requirements prior to the May 11, 2026 deadline. The government retains sole discretion to compete the procurement based on any responses received, though it will proceed with the Siemens award if no responses are submitted. Responses should be emailed to Kimberly.wiatrowski@va.gov; telephone inquiries will not be accepted.

The New York Harbor VA Medical Center 423 E. 23rd. St. New York, NY 10010 has a requirement for repair and preventative maintenance services for Siemens Medical Solutions two (2) Artis Q Ceiling systems and its associated UPS.

The Contractor shall furnish all necessary labor, equipment, tools, materials, repair service, software updates, parts, etc., for complete On-Site Maintenance and Repair Services.

Siemens Medical Solutions USA, Inc, is the only known provider since Siemens Medical Solutions USA, Inc, is the sole proprietor as well as patents and copyrights precluding other contractors from being able to meet all of the service requirements. Due to the proprietary nature, Siemens Medical Solutions USA, Inc, is the only company that can access its systems remotely and offer certified parts that meet the original equipment manufacturer’s specifications. Siemens Medical technicians are the only OEM trained and certified personnel authorized to perform work on this HTME (High Tech Medical Equipment).

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. Responses are due by Mat 11, 2026 by 10:00 am (EST). Responses shall be submitted via e-mail to Kimberly.wiatrowski@va.gov.
