The VA is conducting market research to identify potential contractors for a firm fixed-price contract beginning May 1, 2026, replacing an expiring service agreement. The requirement covers maintenance, repair, preventative care, and emergency services for 21 elevators of varying manufacturers (Schindler, Otis, Dover, and Global-Tardif) located across multiple buildings at the facility in Syracuse, New York. The contract includes a base year plus four provisional option years, with all labor during normal business hours (including one full-time on-site primary technician and support staff as needed) included in the service agreement. Additional overtime and double-time emergency call-in services outside normal business hours will be funded through separate line-item modifications. The contractor must provide 24/7/365 emergency callback service and maintain existing third-party inspection schedules per the provided inspection table. The NAICS code is 238290 with a $22 million size standard, and the contracting office address is Bath VA Medical Center, Bath, New York 14810.

Interested contractors must submit a capability statement and complete information by April 15, 2026, at 3:00 PM Eastern Time to Contract Specialist Julie Monagan Barnard at Julie.monaganbarnard@va.gov. This Sources Sought Notice specifically targets small businesses and seeks to determine viability of set-asides for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), Veteran-Owned Small Businesses (VOSBs), Women-Owned Small Businesses, HUB Zone, 8(a), or other socioeconomic categories. Responses must include documentation of company experience, technician qualifications, subcontracting plans, Federal Supply Schedule information, SAM UEI numbers, relevant certifications, past performance examples, and a completed Limitation on Subcontracting Certificate of Compliance. For services contracts, prime contractors may not pay more than 50% of the government payment to non-certified SDVOSB/VOSB firms. The government will not award a contract based on this Sources Sought but will use responses for market research to inform future solicitation development.
