About this file

This is a project status report dated April 8, 2026, from the East Orange VA Medical Center documenting operational updates and action items across multiple facility systems following a March 6, 2026 discussion.

Boiler Plant Operations: A contractor has been awarded a water treatment contract effective March 15, 2026. Condensate return remains problematic due to an ongoing steam and condensate system repair project with resolution not expected until fall. Due to reduced steam load, water softeners are now limited to providing soft water makeup to minimize scale and corrosion potential. Immediate requirements include provision of new reagents and operator training, along with implementation of equipment recommended by the contractor to measure chemical inventory to the nearest gallon.

Tower Systems: The Main tower requires controller relocation to eye level (to be performed by Klenzoid) and bleed solenoid repair, which cannot be completed until system drains; in the interim, the blowdown valve should be bypassed and throttled to minimize flow. The OR Tower is operational during winter months and has been cleaned and sterilized; it requires transfer of a five-gallon pail of corrosion inhibitor from the Main tower with chemical pump priming and continued automated dosing. Building 15 Tower is currently offline for the season and will require cleaning, sterilization, and LDB testing within seven days of startup. Both offline towers require circulation through chillers and piping at specified intervals with chemical feed and control systems active for biocide application. A brine availability issue affecting tower makeup water quality is under resolution. A program meeting is scheduled for Tuesday, May 5th at 11:00 a.m. to discuss implementation details.

Attention:

This confirms our discussion of 3/6/26

Boiler Plant

• has been awarded the water treatment contract starting 3/15/26.

• Condensate return is very low. The steam and condensate system repair is part of a large project. The return of condensate is not expected until next fall.

• Because of the lower steam load the water softeners are now capable of providing only soft water makeup to the boilers. This will minimize the potential for scale and corrosion.

• has proposed recommendations for equipment to measure chemical inventory to the nearest gallon.

• needs to provide new reagents and operator training ASAP.

Towers

Makeup Water

• The softeners have been producing good quality water for tower makeup. There is a problem with brine availability which is being addressed.

Main

• The controller needs to be lowered to eye level. Klenzoid will do this.

• The bleed solenoid is not working. Because of the location it cannot be fixed until that part of the system is drained. In the meantime, the blowdown valve should be by-passed and then should be throttled to minimize flow. should be able to assist

• The above should be done when the system is off line.

• has submitted recommendations for equipment to measure chemical inventory to the nearest gallon.

• The system must be sterilized when it is turned on for the season. Also, a sample for an LDB test must be taken within seven days of startup.

• The tower should be circulated through the chillers and all piping for at least two hours three times a week while it contains water. The chillers do not have to be on but the chemical feed and control system must be on so that biocide can be fed.

OR Tower

• The system is on line as needed during the winter.

• The system has been cleaned and sterilized.

• There is no corrosion inhibitor. There is a five gallon pail at the Main tower which should be transferred to the OR tower. The foot of the chemical pump should be put into the pail and the pump should be primed. The controller will continue pumping until the proper residual is maintained.

Bldg 15 Tower

• The tower is down for the season.

• The tower needs to be cleaned and sterilized at startup. Also, a sample for an LDB test must be taken within seven days of startup.

• The tower should be circulated for at least an hour three times a week while it contains water. The chiller does not have to be on but the chemical feed and control system must be on so that biocide can be fed.

We should meet with on Tuesday May 5th at 11:00 to discuss the program.
