About this file

This is a Sources Sought Notice issued by the Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 2 (VISN 2) Contracting Office to gather market research information regarding Elevator Third-Party Inspection and Testing Services. The VA is seeking contractors to provide inspection and testing services for elevators at two facilities: VA Medical Center Brooklyn (800 Poly Place, Brooklyn, NY 11209) and VA St. Albans CLC, with anticipated procurement around March 2026. The applicable NAICS code is 541350 (Building Inspection Services) with a size standard of $11.5M. Responses must be submitted by March 2, 2026, at 3:00 PM Eastern Time to Contract Specialist Yasmin Moses at Yasmin.Moses@va.gov. The contracting office is located at 2 James J. Peters VA Medical Center, 130 West Kingsbridge Road, Bronx, NY 10468-3904. This notice is for information gathering purposes only and does not constitute a formal solicitation or intent to award a contract.

Interested parties must provide comprehensive capability information including company name, capability statement, examples of similar work, SAM UEID number, certifications, and detailed experience data. The VA specifically requires information regarding self-performance capabilities, subcontracting plans, technician certifications, proximity to service sites, and past performance on similar projects within the past five years. The government is evaluating set-aside viability for service-disabled veteran-owned small businesses, veteran-owned small businesses, women-owned small businesses, HUB Zone businesses, 8(a) concerns, and other small business categories. Contractors should address set-aside limitations on subcontracting and demonstrate their capacity to perform the work given the Brooklyn and St. Albans locations. The VA will use all submitted information for developing its procurement strategy and may incorporate this data into a formal solicitation. Assistance with responses is available through the Apex Accelerators program.
