1. Can the Government clarify the division of responsibilities between Government personnel and contractor staff within the shared work area, and confirm whether the contractor is solely responsible for all switchboard operations?

All duties outlined in the PWS will be shared between the government and the contractors on duty during the scheduled work shift.

2. If the contractor is expected to independently perform all switchboard functions, can the Government confirm that the staffing level of five (5) FTE operators and one (1) supervisor is adequate to fully meet the 24/7/365 operational and coverage requirements outlined in the

PWS?

All duties will be shared amongst the 6 contractor employees and the existing 6 government employees, utilizing multiple shifts to be determined by the government.

3. Can the Government provide the average monthly call volume for the Northport VA Medical Center switchboard, including any available breakdown between peak hours, after-hours, and emergency calls?

The service's average daily call volume is between 700 and 1200 calls.

4. Can the Government confirm the total number of available switchboard workstations, and whether there is an expectation for multiple operators to be staffed simultaneously during peak periods?

The total number of workstations is 5 to be shared amongst contractors and existing government employees.

5. Could the Government please confirm whether the Project Manager's resume is included within the 10-page limit for the Technical Capability volume, or may it be submitted outside the page limitation as a required attachment?

The NC02 Contracting Department doesn’t mind if vendors submit proposals over 10 pages, but often vendors get carried away and submit 20-page proposals that take too long to review. Please submit a proposal of no more than 15 pages. This does not include resumes or attachments that must be completed by the vendor. Please try to keep your proposal clean and address the evaluation factors.

6. Could the Government please confirm whether the Project Manager is required to be on site during contract performance, or whether the Project Manager may perform this role off-site in accordance with the PWS?

The Government is requesting a working on-site lead/supervisor to manage the contract workers while working alongside the government supervisor/lead for the work area.

7. Could the Government please confirm whether one senior-level FTE operator or on-site working leader may be dual-hatted as the Project Manager, provided all management, supervision, training, and staffing response requirements are fully met?

Yes, that is acceptable as long as they are also an on-site worker, if needed.

8. Could the Government please confirm whether the Part IV documents are required to be submitted as stand-alone separate documents, or whether they may be combined into a single PDF under Part IV?

Please remember that all attachment documents are standalone, so they should be completed and submitted separately. Once you complete the document, the Contracting Officer must upload it to the contract. If they are all combined, it makes it very difficult to separate.

9. Could the Government please confirm whether a resume is required with proposal submission, and if so, whether only the Project Manager's resume is required, or whether resumes for additional personnel are also required?

Resumes are required for all positions. Providing resumes for all positions informs the NC02 Contracting Department that you have employees ready to start the contract as soon as it's awarded.

10. Could the Government please provide proposal formatting instructions, including required or preferred font type, font size, page margins, and line spacing, if applicable?

When submitting your proposal, please use Arial, set to 12-point, with regular margins and spacing.

11. I notice that all proposals are due back on June 4, 2026, but when I held a conversation with you over the phone, you stated all proposals were to be submitted back to you by May 4, 2026. Can you please provide the dates the proposals are due?

Yes, sorry for the confusion. All proposals must be submitted to the NC02 Contracting Department by May 6, 2026, Eastern Standard Time.
