Medical Center Policy (MCP) Electrical Safety Program Summary
This is a Medical Center Policy document (MCP Number 138-15) establishing an electrical safety program for the VA Western New York Healthcare System in Buffalo, New York. The policy, effective January 13, 2020, with recertification scheduled for January 13, 2025, applies to all employees and contractors working on, near, or with premises wiring or electrical components. The program is designed to protect employees, contractors, and visitors from electrical hazards and ensures compliance with OSHA regulations (29 CFR 1910, Subpart S) and National Fire Protection Association (NFPA) 70E standards.
The policy establishes comprehensive responsibilities and procedures across multiple organizational levels. The Associate Director ensures overall accountability; the Engineering Manager maintains qualified personnel lists, conducts arc flash hazard assessments, procures and maintains personal protective equipment (PPE), and monitors compliance. All supervisors and managers must ensure employees understand the electrical safety program and training requirements. Employees are responsible for adhering to safety guidelines, observing warning signs, and reporting electrical defects. Key work practices include mandatory de-energization of equipment before work (with limited exceptions requiring Energized Electrical Work Permits), lockout/tagout procedures, proper handling of energized parts with appropriate PPE, and minimum approach distances that vary by voltage level. The policy specifies requirements for cord-and-plug equipment inspection, personal protective equipment maintenance and testing, electric power and lighting circuit management, test equipment specifications, flammable material precautions, alerting techniques, and training standards. All qualified persons must receive training on 29 CFR 1910 Subpart S, NFPA 70E, clearance distances, and safe work practices, with training records documenting dates, instructors, materials, and attendees.
