About this file
This document is an Amendment to a Previous Combined Solicitation for Linear Accelerator (LINAC) Validation and Commissioning services at Brooklyn VA Medical Center.
The Department of Veterans Affairs, through Network Contracting Office 2, is soliciting one-time LINAC validation and commissioning services for the Brooklyn VA Medical Center located at 800 Poly Place, Brooklyn, NY 11209-7104. The solicitation number is 36C24226Q0198, with responses due on February 5, 2026, at 3:00 PM Eastern Time. This is a set-aside for small business administration (SBA), classified under Product Service Code H265 and NAICS Code 811210. The contracting office is located at Bath VA Medical Center, 76 Veterans Avenue, Bath, NY 14810, with Contract Specialist Julie Monagan Barnard serving as the point of contact at (607) 590-1325 or julie.monaganbarnard@va.gov.
The amendment includes clarifications on two key questions: vendors must provide their own QA hardware and software equipment to complete the commissioning task—no equipment will be provided by the government. Regarding pricing, all submitted quote prices must be structured to match the solicitation line items and include all costs necessary to complete the work as described in the scope of work. Vendors should incorporate all expenses, including shipping, into their pricing structure without separate line items, and pricing should reflect the actual scope required regardless of the number of personnel initially proposed versus those ultimately assigned to the project.

Solicitation Questions and Answers (questions in black, answers in red):
1.
Would like to know if there is any involvement of QA hardware or software to PURCHASE as well, or should the commissioning team have everything with them to accomplish this task.
Yes, the vendor must have their own QA equipment to accomplish the task.
2.
• How should we include shipping expenses within the Price / Cost Schedule?
• Our standard pricing is based per project. Within the Price / Cost Schedule should we just divide the total price by the number of hours?
• Is there a 40 hour max per item number / individual?
• If we quote that we might have three individuals onsite but only end up having two individuals onsite are we still able to bill the total amount for the project?
All submitted quote prices must be structured the same as the solicitation line items, and must include what is needed to complete the job as described in the scope of work.
